- Description
- The National Institute of Standards and Technology (NIST) on behalf of the Technology Administration of the Department of Commerce intends to negotiate with the State Science and Technology Institute, 5039 Pine Creek Drive, Westerville, Ohio 43081, on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source to organize and conduct a series of three (3) to five (5) workshops nationally on how communities are building tech-based economies. These workshops will offer an opportunity for policy makers and practitioners in different locations to learn about the elements that are required to build a high-tech economy and the approaches that are being used across the country. The State Science and Technology Institute?s (SSTI) mission, accomplishments, and qualifications make it uniquely qualified for the work of conducting these workshops. As a national non-profit organization dedicated to improving government-industry programs that encourage economic growth through the application of science and technology, the SSTI is widely recognized for its credibility, objectivity, and influence among the states, federal agencies, industry and laboratories. SSTI is the only organization in the country dedicated exclusively to research and improving technology-based economic development programs. SSTI serves as a central resource for information on these programs; provides guidance to federal, state and local policymakers and program managers; and, conducts research which assists program officials and legislators in policy, guidance, management and evaluation of programs. SSTI works with programs in all 50 states serving as a clearinghouse and resource center for the states as they design, administer, and evaluate their programs. The Government anticipates awarding a firm-fixed price purchase order. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by July 15, 2002. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
