Description
NAICS Code: 541990 The US Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with University of Nevada, Reno, Nevada State Guarding Our Local Drinking Water (GOLD) Team, 1660 North Virginia Street, Reno, NV 89503 for recruiting a maximum of 1000 study subjects that meet selection criteria and schedule appointments for participating in the Fallon Arsenic Study. The contractor shall advertise for subject recruitment, provide a full-time point of contact for potential subjects, schedule appointments for eligible individuals, complete a recruitment form for forwarding to EPA, check-in subjects at the study clinic and follow-up on missed appointments, pay subject for participation, and transfer all study documents and payment records to EPA at the end of the study. The period of performance is anticipated to be within 6 months from date of award. EPA believes that the University of Nevada, Reno is the only source capable of providing the required services based on previous experience, their familiarity with the study area, and their access to a unique database. EPA has identified University of Nevada, Reno as the only source with the necessary background and expertise to perform the required services within the prescribed time frame, i.e., FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." All interested parties who believe they can provide the required services should submit a written proposal within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) Code 541990, which has a size standard of $5 million to qualify as a small business, is applicable. The intent of this notice is to determine if any other source(s) exists, and therefore, no solicitation (RFQ) is available. Consequently any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
