Description
NAICS Code: 421830 The U.S. EPA intends to negotiate on a sole source basis with Quantum Analytics under the authority of FAR Part 6.302-1 to provide an analytical system to measure Endocrine Disruptor Compounds (EDCs) in solid and liquid matrices. Classical analytical chemical concentration techniques cannot be used with EDCs. EDC samples frequently contain naturally occurring organic compounds that interfere with Gas Chromatograph / Mass Spectrometer (GC/MS) procedures unless removed. The solution to this problem is a GC/MS with large volume injection and integrated sample cleanup system. This notice is not a request for quotations. EPA source research indicates the Quantum Analytics is the only source that can provide a GC/MS system with both a large volume injection and a sample cleanup system. Quantum adds their system, called the "Apex Prosep 800 XT-6, Programmable Separation Inlet," to an Agilent GC/MS to create the analytical system needed. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 421830. The anticipated award date is 7/24/02. Interested parties should submit a request to Mr. Josh Bowers, using the following methods: 1.) by fax to 513.487.2109, or 2.) by email (bowers.joshua@epa.gov) referencing solicitation PR-OH-02-00391. No telephone requests will be honored.
