Description
The United States Attorney's Office in Phoenix, Arizona has a requirement for a contractor to provide Civil Investigator Support Services. The Government intends to enter into Blanket Purchase Agreement with one or more vendors capable of providing these services. The performance period will be a twelve month base year with four twelve-month option periods. The exercise of option period is at the discretion of the government. This notice is prepared in accordance with FAR 13, Simplified Acquisition Procedures. Accordingly, the announcement constitutes the Request for Quote(RFQ) and is the only solicitation that will be issued. This Request for quote has a 50 mile geographic restriction to Phoenix, Arizona commuting area. This requirement is a 100% set-aside for a small business with NAICS 541199. The only work that will be authorized under the BPA is work ordered by the government through the issuance of Calls by the Contracting Officer. The government makes no representation as to the number of Calls or actual amounts of work will be ordered. The government requests a firm-fix labor rate for a Base and four year option for the following service. Specifications are stated as follows: The Contractor shall furnish the necessary personnel, material, equipment to perform the following Statement of Objective. Background Conducts investigations relating to abuses giving rise to affirmative civil enforcement ("ACE") actions within the jurisdiction of the U.S. Attorney's Office (USAO), along with investigations relating to actions against the United States and its agencies and agents, which are defended by the USAO. ACE Investigatory jurisdiction includes matters under the False Claims Act, 31 U.S.C. ?? 3729-3733; the Fraud Injunction Statute, 18 U.S.C. ? 1345; Medicare Recovery Act, 42 U.S.C. ? 2651, Anti-Kickback Act, 41 U.S. C. ?? 51-58; federal civil penalty statutes; and a variety of common-law causes of action such as breach of contract, unjust enrichment, and conversion. Scope of Work The Contractor shall provide the necessary services to the District of Arizona to perform the following services: Conducts civil investigations at the direction of the assigned Assistant U.S. Attorney (AUSA). Cases frequently concern exceptionally sensitive matters Decides upon most efficacious methods for planning, scheduling and conducting investigations and identifies any resources that may be required. Initiates contacts with federal, state and local officials, and other organizations and individuals related to subject of investigation for the purpose of gathering facts, obtaining statements, learning sequences of events, obtaining explanations and otherwise advancing investigative objectives. Examines books, photographs, ledgers, payrolls, cost reports, billing statements, invoices, correspondence, computer data and other records pertaining to the transactions, events, or allegations under investigation. Establishes and/or verifies relationships among all facts and evidence obtained or presented to confirm authenticity of documents, corroborate witness statements, and otherwise build proof necessary to successful civil litigation. Conducts interviews of witnesses in developing case. Plans and schedules service of subpoenas and secures participation of other law enforcement agents or agency personnel in execution of same. Works with USAO Automated Litigation Support (ALS) staff on the imaging and database software to be used for the information obtained, including entry of images into the selected software. Prepares implementing, interim and final reports on progress of investigations for use by AUSAs and supervisory attorneys. Includes significant findings and conclusions, recommendations for additional investigative actions, and candid assessments of strengths and weaknesses of witnesses, documentary evidence, or other aspects of case. Compile documents and physical evidence, and creation of charts, graphs, videotapes, and other audio-visual materials for use in motions and at trial. Provides advice to AUSA on selection of witnesses and ensures their attendance through subpoena or otherwise. May testify in court as an expert or fact witness for the government. Place of Performance: The BPA's require performance at the office of the United States Attorney Office, District of Arizona, two Renaissance Square, 40 N. Central Avenue, Suite 1200, Phoenix AZ All contract personnel must pass a name and fingerprint check and possibly a full background investigation for security purposed. The contractor shall not carry a firearm, and must be licensed, bonded and insured in the state of Arizona. Evaluation: The government will issue a BPA resulting from the offerors whose proposal is the represent the best value to the government, price and other factors considered.. The following factors will be used to evaluate offers: (A) Past Performance; (B) price and. ( C) Technical Capability. Factors A and C are more important than Factor B. The offerors should provide three recent and relevant past performance with point of contacts, and current telephone number. Offeror's are requested to submit one (1) signed and dated original and two (2) copies of the quote .
