Description
The National Institute of Standards and Technology, Electrical and Electronics Engineering Laboratory, Electricity Division intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) ONLY ONE SOURCE REASONABLY AVAILABLE with KEMA Consulting, the only known source to have the experience and to be actively involved with standards organizations, control system vendors, and electric utilities. KEMA Consulting provides technical and management consulting to the electric power industry worldwide and, for 30 years, has served the complete spectrum of participants in the energy market place. NIST requires services in support of the following objectives: (1) Development of a Electric Power Control System Security Test Bed for testing of electric power control systems; (2) identification of long-term R&D needs for secure and robust transmission and distribution, and power quality and revenue metering applications to develop security test procedures; and (3) guidance and support for the incorporation of security for control systems into the power system standards developed by the Institute of Electrical and Electronics Engineers (IEEE) Power Engineering Society, the Instrumentation Systems and Automation Society (ISA), and other similar organizations. The Contractor shall must possess the following minimum knowledge and experience: (1) Knowledge of and expertise in the application and operation of control systems, in the electric power industry; (2) Knowledge of information security principles and technologies; (3) Knowledge of and experience with security standards and standards-writing organizations which shall include the Institute of Electrical and Electronics Engineers (IEEE), International Electro-Technical Commission (IEC), and Instrumentation Systems and Automation Society (ISA); (4) Contacts with and/or membership in the Process Control Security Requirements Forum (PCSRF), the IEC TC57 Working Group 15, and the Instrumentation Systems and Automation Society (ISA), Open Group; and Familiarity with major electric power control system vendors, to include the Distributed Control System (DCS) and Supervisory Control and Data Acquisition (SCADA) suppliers. A labor hour purchase order will be issued. The NAICS code for this acquisition is 541690 and the size standard is $6M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITION; however, interested parties may identify their interest and specific capability to respond to the requirement, in writing. Written responses to this synopsis must contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The Government will consider all responses received by the closing date. A Request for Quotation is not available.
