- This is a Request For Information (RFI) issued solely for information and planning purposes. It does not constitute a Request For Proposal (RFP). USDA is seeking information from companies that provide utilities billing and usage management services and/or computer-aided utilities/facilities billing and usage management tools. This information will be used to determine the availability and potential cost for a fully integrated systems solution. Please ensure that any sensitive or protected information is marked as such. The United States Department of Agriculture, Office of the Chief Financial Officer, National Finance Center (NFC), is seeking information from companies that provide utilities billing and usage management services and/or computer-aided utilities/facilities billing and usage management tools. The Government will use the information obtained from this effort to determine the availability of services and the latest technology within the market place. Current Information Technology (IT) Infrastructure consists of various platforms including IBM mainframes operating under OS/390, UNIX, and NT etc. The NFC currently receives invoices from utility vendors. These invoices are matched to pre-authorized accounts. Based on a successful match of invoice to the pre-authorized account, NFC processes the payment of commercial utility bills for electric, gas, propane, water, sewerage, trash, and miscellaneous services. In addition, from the utilization and expense information contained on the invoices, NFC produces reporting information to meet a U.S. Department of Energy (DOE) requirement that government departments and agencies track energy conservation progress and provide consumption reports. More than 100K transactions are processed annually and services are provided for multiple sites across the United States. At no cost to the Government, we request that any vendor specializing in utilities management and payment provide all available information for any and all related products and services. It is also requested that published list prices and/or any other pricing standards or methodology information for any or all of these products and services be provided. We are particularly interested in and request information in the following areas: 1) Overview of system and process used, 2) Process for paying utility vendors and reconciling back to organization?s accounting system, 3) Industry experience including experience with other Federal agencies, comparable volumes, and multiple site locations, 4) Type and availability of utility usage information that meets the requirements of Executive Order 13123, Greening the Government Through Efficient Energy Usage. The ROM estimate form to be submitted with your response should be requested from Shirley Fortune (202) 720-1666, and should be completed and returned by e-mail to shirley.fortune@usda.gov. Kindly submit your response to this request within 30 calendar days of this notice. (Late responses may not be included in further analysis.) Your response shall be treated confidentially. This is NOT a Request for Proposal. There will be no contract award resulting from this effort.
