Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Aerotech, Incorporated, Hampton, Virginia, for technical assistance services. Services shall include assistance in meeting the following goals: (1) to develop new capabilities at NIST to calibrate heat-flux sensors to 1000 kW/m2; (2) to aid the improvement of heat-flux sensor calibrations by commercial and government laboratories by developing capabilities to perform heat-flux measurements at NIST using heated flat-plates and plunge methods and by performing a detailed uncertainty analysis of these methods, traceable to NIST heat-flux, temperature, or radiometric scales; (3) visit government and industry laboratories performing heat flux sensor calibrations and measurements to better understand the communities needs; (4) provide continued documentation on NIST heat-flux sensor measurements in peer-reviewed publications and meeting presentations; and (5) work to establish an intercomparison of heat-flux sensor calibrations with industry and government laboratories; (6) develop methods to better automate the present variable-temperature heat-pipe blackbody and spherical blackbody methods to reduce time and cost of the measurements; and (7) research future MEMS or other solid-state miniaturized heat-flux sensors to ensure currency of NIST's heat-flux sensor calibration effort. The period of performance shall be one year from date of award. There is also one additional option year for similar services. This is a sole source with Aerotech, Incorporated because of expertise of their key personnel. Dr. Murthy Annageri is uniquely qualified to perform the required tasks. Dr. Annageri is the world leader in heat-flux sensor calibrations, and has extensive publications in the theory, methodology, and uncertainty analysis of heat-flux sensor calibrations. Interested persons may identify their capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Notes 22 and 26.
