Description
NA The Volpe National Transportation Systems Center intends to procure on a non-competitive basis, through Simplified Acquisition procedures with Cashins & Associates; Reading, MA., to provide occupational health and safety consulting services. It is the intent of this purchase order to procure occupational health and safety consulting services including occupational medical services to direct, operate, and maintain a medical surveillance program in compliance with Occupational Safety and Health Administration (OSHA) standards for Volpe Center employees engaged in hazardous waste operations. A Medical Surveillance Program has previously been developed by the Volpe Center, all employee baseline physicals have been completed and the program was executed for an initial base year. The contra ctor shall assume responsibility for executing and administering the Volpe Center’s Medical Surveillance Program for year two (2) with the option for the Government to extend the contract by two (2) additional years. This procurement will be processed in accordance with FAR Part 13. This proposed action is for services for which the Government intends to solicit and negotiate with only one (1) source under the authority of FAR Subpart 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. Specialized knowledge is required to support this pro ject. The Contractor shall provide the services of a board certified occupational health physician who shall direct the medical surveillance program; provide the services of a certified industrial hygienist to update the program as necessary to ensure compliance with relevant OSHA regulations. The Contractor shall provide the services of an examining physician at a local clinic where all required employee medical examinations and tests would be performed. For timely examinations and to alleviate undo hardship on the Volpe Center’s employee this facility shall be located within 15 miles of the Volpe Center. Small Business firms classified under NAICS Code 541620 that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this public ation. The response shall be a minimum of 2 pages but not more than 5 pages of descriptive documentation describing your knowledge to support the following criteria prior to receiving a Request for Quotation (RFQ): (1) Staffing qualifications of key personnel , (2) Past performance (three references where similar work was performed) and (3) Medical facility location within 15 miles radius of the Volpe Center. Telephone requests will not be accepted – only written requests for this solicitation will be accepted – however, we will accept requests for this solicitation via facsimile, at (617) 494-3024, Attn: Carolyn Lovett, DTS-852. The solicitation and any document related to this procurement will be available on the Internet; these documents will be available in text format and reside on a WWW server, which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation's posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. NO HARD COPIES of the solicitation will be mailed. Telephonerequests will not be honored. The following notice is notice for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Short Terms Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $500,000. In addition, a short-term loan program is available to provide working capital at the prime interest rate.
