- Description
- The Green Mountain National Forest intends to award an indefinite quantity contract for Facility Related Architectural and Engineering Services. The contract period will be for one calendar year with four option years. Examples of some types of services the Forest Service envisions might be performed are listed below. Over the total life of the contract, the Government will guarantee to purchase a minimum dollar amount of services of $30,000.00 with a maximum of $500,000. There is no minimum or maximum yearly guarantees outside those stated above. Engineering firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-engineer and Related Services Questionnaire and (2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, to the procurement office. Extraneous material other than the Standard Forms 254 and 255 will not be evaluated. Firms responding to this announcement before the closing date will be considered for selection. The following are examples of types of projects for which services may be utilized: ? The design or review of designs for new facilities. ? The design or review of design associated with rehabilitation of existing facilities. ? Inspection Services for facility projects. In evaluating proposals, the following criteria will be applied, with 1, 2, & 3 being of relatively equal importance, but only half the importance of criteria 4 and 5. (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in the type of work required. (3) Capacity of the firm to provide the required services in the required time. (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, business and customer relations and compliance with performance schedules. (5) Proximity of the firm to local area. Indicate in block 10 of the Standard Form 255, where your nearest office is in relation to the Engineering Group, located in Rutland Vermont. Offices within an one-hour drive of Rutland will be given preference. Also indicate any ability the award of this contract might have to enhance local and small business employment in local rural communities. Following the initial evaluation of the qualification and performance data submitted, discussions may occur with three or more firms considered to be the most highly qualified to provide the services. Price negotiations will occur beginning with the most preferred firm in the final selection. If a mutually agreeable contract can be reached, then award will be made. If not, then negotiations with that firm will be terminated and the next most preferred firm would be contacted for negotiation.
