Description

NA This proposed procurement is a competitive action between HUBZone contractors only. Bids will be accepted from all responsive, responsible HUBZone contractors. Bids received from other than HUBZone firms will be considered non-responsive and rejected. NA ICS 234990/SIC Code1629, Size Standard is $28,500,000. Estimated cost of construction is between $1-$5 Million. Bonding will be required for this acquisition. This project is located at Kirtland AFB, (Bernalillo County), Albuquerque, NM. The site tour will take place on 30 July 2002, 10 A.M. (MDT) at existing firing range, Kirtland AFB, Albuquerque, NM. The approximate construction period is 365 days. Plans will be issued on or about 17 July 2002 with proposals due 20 August 2002. This solicitation will be issued in CD-Rom format; it will not be issued on paper. Design/Build Upgrade to Small Arms Firing Range: Project consists of the design and construction of a small arms range to meet the new Air Force standards. The work will include site development of utilities, grading, pavement, landscaping, twenty-eight f iring positions, baffles, lead/asbestos abatement, a new classroom and support/army facility with reinforced concrete slab, masonry walls, and standing seam metal roof. Demolition of the existing range and two existing facililties totaling 9,612 square fee t (893 square meters). The range is to accommodate 5.56 caliber waepons using ball, M855; tracer, M856 armor-piercing ammunition. Due to site limitations the requirements of a fully-contained outdoor range must be met. This project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the b est overall value to the Government. Proposed procurement will result in a fixed-price contract.
