- Description
- NASA/MSFC plans to issue a Request for Offer (RFO) for "Space Launch Initiative (SLI) Cost Estimating Support." The proposed contract is planned for other than full and open competition with PRICE Systems, L.L.C., 17000 Commerce Parkway, Suite A, Mount Laurel, NJ. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate under the authority of FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements. The purpose of this effort is to provide professional engineering and cost estimating services in support of the Space Launch Initiative (SLI) using the PRICE Model. The PRICE Systems Model (Parametric Review of Information for Costing and Evaluation) is a computerized method for deriving cost estimates of electronic and mechanical hardware assemblies and systems. PRICE Systems is the creator of the model and holder of proprietary information concerning its integration and use. PRICE Systems is in the unique situation to provide expert insight in its operations and applications to the SLI Program and to provide training and mentoring of the basic functions and cost drivers of the model, in combination with cost estimating services. This effort is a follow-on of a PRICE Systems subcontract under NAS8-02047, which set the stage for continuing cost estimation by establishing the PRICE-based model calibrated with cost factors adjusted to represent the historical cost of the Shuttle. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on July 10, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
