Description
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), Rhode Island intends to contract with a Newport, Rhode Island hotel in order to hold orientation/interview functions for potential employees recruited at colleges in the United States and its territories. An orientation meeting will be held at the hotel followed the next day by interviews at NUWCDIVNPT. These functions are planned for October, November, December, February and March of the next three fiscal years (October 2002 through March 2005; one function in each of the months). The contract will be awarded for the October 2002 function. All remaining requirements will be options for a total of 14 options. The hotel shall (1) be located in Newport, Rhode Island; (2) have enough guest rooms to guarantee approximately 65 rooms the first night and 15 rooms the second night; (3) apply a liberal cancellation policy; (4) have a function room(s) with a capacity for up to 100 people that provides both theater with audio/visual equipment and a lounge with food for the first night; (5) provide catering services for hot and cold food for up to 100 people; (6) allow flexibility in adapting to changes in the number of rooms, participants, and special needs required for the event; (7) agree to a Tax Exemption Certificate; (8) have ample free parking; (9) have attractive accommodations; (10) be within walking distance of local shops and restaurants. We intend to award one contract for all functions. We will evaluate capability, past performance and price to determine the best value for the Government. Capability and past performance will have equal value, and both will be significantly more important than price. The offeror must review the solicitation, which will be posted no earlier than 2 July. Offers are due no earlier than 22 July. The offeror must respond with a proposal addressing capability, prices, and provide references as specified in the solicitation, which will be forthcoming. Federal Acquisition Regulations Parts 12 and 13 procedures will be used. The previous contract, N66604-01-C-4370, was with the Newport Marriott Hotel. Our department no longer issues solicitations or amendments in paper form. Instead, they may be accessed at our web site http://www.npt.nuwc.navy.mil/contract/. We also provide electronic access in our Bid Room.
