Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to issue a Cost Plus Fixed Fee Contract to Bell-Boeing of Forth Worth, Texas. Requirements will include technical support for the generation of a CV-22 AN/ALQ-211 Organizational (O) Level Maintenance Test Requirements Document (OMTRD) during a period of twelve (12) months after award. The Government intends to solicit and negotiate on a sole source basis with Bell-Boeing as the prime developer of the CV-22 aircraft and integrator of the AN/ALQ-211 Suite Of Integrated Radio Frequency (RF) Countermeasures (SIRFC) System. Bell-Boeing, as the aircraft developer and system integrator has the unique expertise and the proprietary manufacturing data required for this task that is unavailable to other contractors. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within fifteen (15) days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
