Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. The Request for Quote (RFQ) number is RFQ-0003249, and is being conducted as an unrestricted procurement under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The North American Industrial Classification System number is 332992, the size standard is 500 employees. The Federal Bureau of Investigation intends to award a firm-fixed price, brand name, contract under Request for Quote (RFQ) 0019953, for the following Federal Cartridge, Inc. identified ammunition. These products are: 500 cases each of Product Code LE223T3, .223 caliber 62 grain bonded ammunition and 200 cases each Product Code AE223N, .223 caliber 62 grain ball ammunition. The ammunition to be ordered under this RFQ (as Brand Name) is needed for support of a joint effort in procuring .223 caliber rifles with the Drug Enforcement Agency (DEA). The brand name ammunition has been identified in the DEA Solicitation as the type of ammunition required to perform the evaluation of the rifles received. Purchasing this brand name ammunition ensures that the FBI is in accordance with the DEA solicitation. Delivery of the ammunition shall be 45 days after-receipt-of-order. FOB point, FBI Academy, Quantico, Virginia. Receipt of any other type of manufactured ammunition will not be accepted. All quotes shall be submitted to the attention of Ms. Theresa M. Powell, Contracting Officer, FBI Academy, Quantico, Virginia, by 2:00 PM, EDT, 7/10/2002. The facsimile number is (703) 632-1607. The RFQ incorporates provisions and clauses that are in effect thorough Federal Acquisition Circular 2001-07. The provision at FAR Clause 52.212-1, Instructions to Offerors (OCT 2000) and addendum is incorporated into this solicitation. ADDENDUM to 52.212-1, Modify: (b) Submission from offer(s) is to read as follows: "Submit signed and dated offer(s) to the attention of Ms. Theresa M. Powell, Contracting Officer, at FBI Academy, RFQ-876976, HRT Building, Quantico, VA 22135. The quote may be facsimiled to (703) 632-1607. The contractor shall provide three names, addresses, telephone and facsimile numbers of previous contracts, either Government or Commercial, for the purpose of evaluating Past Performance." Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (MAY 2002), Subsection (a),(b),(d) and (e) apply. Clause 52.212-3, Offeror Representations and Certifications (MAY 2002) apply. Each offer shall include a completed copy of 52.212-3 with their quote. Clause 52.212-2, Evaluation-Commercial Item (MAR 2001) is incorporated by reference and applies to this acquisition. ADDENDUM to 52.212-2(a)--Award will be based on best value to the government. The evaluation of this RFQ will be in accordance with Part 12, 13, and 15 of the FAR. The following factors shall be used to evaluate offers: Past Performance and Price. Past Performance is more important than cost or price. Past Performance will be based on telephonic performance evaluations received from contacts provided in the quote. Any vendor not having government or commercial experience will be rated as "Neutral." Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
