Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solitication OPIC-02-Q-004 is being issued as a Request for Quotation (RFQ) using simplified acquisition procedures. Quotations are requested and a written solicitation will not be issued. The solicitation provisions and clauses are those in effect through FAC 01-16. The North American Industrial Classification System (NAICS) code applicable to this procurement is 524127. The small business size standard is $6,000,000 in annual revenue.***** DESCRIPTION OF SERVICES: REAL ESTATE TITLE SERVICES. THE OVERSEAS PRIVATE INVESTMENT CORPORATION (OPIC) HAS A REQUIREMENT FOR REAL ESTATE TITLE SERVICES FOR LOANS SECURED BY A MORTGATE OVER REAL PROPERTY IN THE UNITED STATES. IN MOST CASES, THE REAL PROPERTY IS THE HOME OF THE BORROWER OR GUARANTOR. THE AMOUNT OF THE MORTGAGES RANGE FROM $50,000 TO $5,000,000. IN ORDER TO EXPEDITE MORTGAGE LOAN CLOSING, OPIC SEEKS BLANKET PURCHASE AGREEMENTS WITH SEVERAL NATIONAL TITLE COMPANIES. THE REAL ESTATE MAY BE LOCATED IN ANY STATE OF THE UNITED STATES AND THEREFORE THE SERVICES OF A NATIONAL COMPANY ARE REQUIRED.***** The Government contemplates award of a Blanket Purchase Agreement (BPA) with calls issued on a firm fixed price basis. The BPA period of performance is sixty months from date of award. BPAs may be awarded to a single or multiple vendors depending on best value to the government. The following clauses and provisions are applicable to this procurement. Pursuant to FAR 52.252-1, Solicitation Provisions Incorporated by Reference, the full text of a solicitation provision may be accessed electronically at http://www.arnet.gov./far. The following clauses and provisions are applicable to this procurement. FAR 52.212-1, Instructions to Offerors - Commercial. Submit FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; with your quotation. The following clauses are incorporated by reference: FAR 52.212-4 Contract Terms and Conditions-Commercial Items. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Award will be made to the firm(s) which offers the best value to the government. Best value is determined by considering trade-off between past performance, technical capability and price. Past performance and technical capability are more important than price. The evaluation factors referenced in FAR 52.212-2, Evaluation - Commercial Items are: Past Performance: Each quoter shall describe their past performance on contracts held within the last three years which are of similar scope, magnitude and complexity to that which is detailed in this RFQ. Contracts may include those entered into with Federal, state and local government agencies and commercial customers. The Government will evaluate each quoter's past performance based on the information submitted by the quoter, as well as information that the Government collects by itself. If the quoter does not have a past performance history relating to this solicitation, the quoter will be evaluated neither favorably nor unfavorably for this factor. Technical Ability: We require the services of national title companies with the ability to provide quality mortgage title services with national coverage in order to expedite mortgage loan closings. Price: Provide fee structure for title services.
