Description
The National Science Foundation (NSF) has contracted for various services with Raytheon Technical Services Company, Polar Services (RPSC) via NSF Contract No. OPP-0000373. These services include operations and maintenance of the Ultraviolet Spectral Irradiance Monitoring Network (UVSIMN). The purpose of this synopsis is to identify a potential subcontract opportunity to parties interested in performing this work. The UVSIMN consists of six Biospherical Instruments, Inc. SUV Spectroradiometers. These instruments are located in Antarctica at McMurdo, Palmer, and South Pole Stations; in Ushuaia, Argentina at the Centro Austral de Investigaciones Cientificas (CADIC) Facility; in Barrow, Alaska at the Ukpeagvik Inupiat Corporation (UIC) Facility and in San Diego, California at Biospherical Instruments, Inc. In addition to these fixed installations, the UVSIMN also has a transportable SUV-150 UV Spectroradiometer. The transportable instrument is used for technological evaluation, intercomparison studies, and instrument characterization. RPSC is seeking sources interested in assuming operation and maintenance of the UVSIMN. Following is a brief summary of some, but not necessarily all, of the responsibilities associated with this project: 1. The Contractor shall be responsible for directing the daily operation, routine maintenance, and trouble-shooting of the UVSIMN by operators designated by Raytheon Polar Services Corporation (RPSC). Contractor direction shall occur via telecommunication, formal written direction, or electronic mail authorized by RPSC. Direction shall also occur via the Contractor's visitation of the sites of the deployed instruments. The Contractor shall consult with RPSC when facilitation, logistics, and/or direction by RPSC is required to accomplish this task. 2. The Contractor shall be responsible for training all Operators, RPSC and/or non-RPSC employees at the Contractor's facility or at the sites of the deployed instruments. 3. The Contractor shall work with NSF funded ozone and UV radiation researchers to revise the sampling schedule for all instruments in the UVSIMN, to address scientific requirements. Optimum wavelength sampling frequency, wavelength range, resolution, and step size shall be determined. The Contractor shall notify NSF authorized researchers, RPSC, and NSF of any changes made in the sampling schedule. 4. The Contractor shall be responsible for directing the Operators in the storage and archiving of Raw Data collected at each site, prior to its transmission to the Contractor's facility. In addition, the Contractor shall be responsible for directing the Operators in physical storage of Raw Data at each site. 5. The Contractor shall be responsible for directing the Operators in transmission of Raw Data collected at each site via transmission facilities furnished by RPSC and others approved by NSF. The Contractor shall consult, as necessary, with RPSC Information Systems personnel identified by the RPSC Technical POC to accomplish this task. 6. The Contractor shall be responsible for acquisition of Raw Data following its transmission from each site and subsequent electronic/magnetic/optical storage. The Contractor shall use Internet capabilities in the collection of Raw Data. 7. The Contractor shall be responsible for processing the Raw Data from each site. 8. The Contractor shall be responsible for the development and storage of all processed data in relational databases containing Catalogs of Selected Processed Data. Processed data shall be quality controlled with Contractor-developed database tools. Data provided to end-users shall be in an ASCII file format. 9. The Contractor shall produce a CD-ROM or set of CD-ROMs (as required) for distribution of the data. The Contractor shall distribute the CD-ROMs and make available Data and Data Catalogs to individuals via Internet File Transfer Protocol (FTP), and the Contractor?s web site. The Contractor shall notify RPSC of the specific parties receiving any Data and Data Catalogs. 10. The Contractor or Contractor designated and trained personnel, shall visit each site of deployed instruments to monitor operation, perform calibration of the instrumentation, make repairs, and install any modifications with RPSC approval, as required but not less than once per year unless circumstances dictate otherwise. An additional visit may be required to the Ushuaia, Barrow, and Summit installations to accomplish these tasks. The Contractor or Contractor designated and trained personnel shall maintain a full set of spare components at all sites. The Contractor will also maintain a ?Site Visitation Kit? to be taken on all site visits. 11. The Contractor shall provide RPSC with an electronic copy via the electronic mail attachment of a Trip Report after each site has been visited. The Trip Report shall include observations made by the Operator regarding operation of the instrument, description of any maintenance, replacement of components, and recalibration of the instrument performed, and any recommendations for operation, maintenance, or management of data collected. The Contractor shall provide RPSC technical representative with an electronic copy of the Trip Report within 30 days after each site has been visited. 12. The Contractor shall review and revise the maintenance schedule for recalibration and/or refurbishment of components on the deployed instruments. The Contractor shall document revised maintenance schedules in the NSF/UV Operation and Maintenance Manual. 13. The Contractor shall be responsible for coordinating all repairs and replacements in response to casualty reports from the field. The Contractor shall notify RPSC of all repairs and any replacement parts needed. The Contractor shall document repair and replacement costs in monthly invoices provided to RPSC. 14. The Contractor shall revise the list of recommended spare parts and consumable material and supplies and level of stocking on-site for the deployed instruments. The revised list of recommended spare parts and level of stocking shall be documented by the Contractor in the NSF/UV Operation and Maintenance Manual. The Contractor shall direct the Operators at each of the sites in the maintenance of adequate inventories of spare parts and consumable materials and supplies. The Contractor shall maintain at the Contractor's facility a "master stock" minimum of twice the number of recommended spare parts for distribution to the sites. Distribution of spare parts from the "master stock", and its subsequent replenishment, shall be made by the Contractor. Invoices detailing the distribution and replenishment of parts shall be made to RPSC on a monthly basis. The Contractor shall ship these items to sites of the deployed instruments via shipping procedures defined by RPSC, in advance of the dates of station closures, WINFLY, and station openings. 15. The Contractor or appropriate service provider shall be responsible for testing all new or refurbished SUV-100 Critical Spare parts or subsystems, including monochromators, system control computers, data acquisition hardware, lamp power supplies, and digital multimeters, prior to shipment from the Contractor's facility to sites of the deployed instruments. Installed SUV-100 Critical Spare parts or subsystems are to be inspected, evaluated on-site, and if possible serviced at the time of visit by the Contractor. Replacement will occur when factory service is required. Documentation of the performance of SUV-100 Critical Spare part or subsystem testing shall be maintained by the Contractor and provided to RPSC upon request. 16. The Contractor shall prepare a monthly status report including the "value added" contributions to the contract made during the reporting month. The reports need not exceed one, single-spaced typed page. The reporting period, contract number, name of preparer, submittal date, and other appropriate information shall be indicated in the report. On the last month of each calendar quarter the monthly report shall detail progress in each task to include: why each task is ahead or behind schedule, any departures from costs anticipated, and potential solutions to resolve problems encountered. The report shall be delivered to RPSC?s technical representative by e-mail NLT the 30th, (28th in February) of each month. 17. The Contractor shall present the results of operation of the instrument network and management of the data of the UVSIMN via various papers, reports and presentations.
