Description
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. NASA/GRC plans to acquire CLUSTER/C NODE, 18 EACH; CLUSTER/M NODE, 2 EACH; SWITCH, 24 PORT, 5 EACH; CABLE/CAT5E-BLUE, RED, YELLOW GRAY, 24 EACH COLOR; HARD DRIVE IDE, 1 EACH IN ACCORDANCE WITH SPECIFICATIONS 3-204924 FOR THE CLUSTER COMPUTE CLIENT NODE UPLOADED AS A SEPARATE DOCUMENT BUT INCLUDED HEREIN BY REFERENCE. These specifications are linked above and may be accessed at http://procurement.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= ALL PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION DATABASE PRIOR TO ANY AWARD OF A CONTRACT OR PURCHASE ORDER. REGISTER AT http://www.CCR.gov The provisions and clauses inthe RFQ are those in effect through FAC 01-7. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement 421430 and 500 employees respectively. The quoter shall state in the quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than July 9, 2002. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Quotations for the items described on the specifications referenced above are due by close of business on July 15, 2002 and may be mailed, e-mailed, or faxed to Gloria J. Rhyner, NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135, FAX (216) 433-5489, e-mail: Gloria.Rhyner@grc.nasa.gov and include the solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration, if any, CAGE Code (CCR Registration number) taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) quoted are other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies" the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.212-3 may be obtained via the internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Award will be based upon best overall value to the Government, with consideration given to the factors of proposed technical merits, price and past performance, other critical requirements such as delivery, configuration of the system to meet specs and any warranty offered. Technical merit will be most critical in order to meet the agency mission, past performance and cost are equally important but somewhat less than the technical merit. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b)). Offerors must provide copies of the provision at 52.212-3 Offeror Representations and Certifications - Commercial Items with their quote.
