- Description
- The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), intends to procure on an other than full and open competitive basis with Trustees of Dartmouth College, 11 Rope Ferry Road, #6210, Hanover, NH 03775, for continuation of a national demonstration and evaluation of previously developed Evidence-Based Practice (EBP) Toolkits (now referred to as Resource Kits). The statutory authority is 10 USC 2304(C)(1), as implemented by FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is considered to be available from only one source because of the unique nature of this evaluation/demonstration as a follow-on activity from previous development of the EBP Toolkits. SAMHSA has determined that award to any other source would likely require a significant learning period, and would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The National EBP Project is an initiative sponsored by a broad coalition of groups coordinated by Dartmouth College. The purpose of the EBP Project is to develop and evaluate practical documentation and guidance about selected evidenced-based clinical practices. The contractor will be required to: (1) provide technical assistance to eight (8) States involved in pilot testing of the EBP Resource Kits; (2) conduct a cross-site analysis of local evaluation data gathered from the States; and (3) use the resulting data from the States to revise the EBP Resource Kits.
