Description

The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Kintek Laboratories - of Lamarque, TX for (1) one Permeation Tube Moisture Generator ***Sole source determination is based on Kintek Laboratories being the only company capable of delivering a Permeation Tube Moisture Generator with trace water vapor in the range 10 to 100 ppb of H2O in N2 carrier gas at flow rates down to 0.3 L min-1. The system must have all-welded electro-polished tubing and fittings, two stages of mass flow control, a temperature-controlled oven (+-0.05 deg C) and an overall precision of better than 1.5% in delivered H2O mole fraction. No other commercial PTG is available that has this level of characterization and link to NIST's primary humidity standards. For these reasons, there is no alternative to the requested instrument, which is available from Kintek Laboratories. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 90 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 5, 2002. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
