Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Lu Deng, Gaithersburg, Maryland, for technical assistance services to maintain the NIST Synchrotron Ultraviolet Radiation Facility (SURF III) beamline (BL-2). The contractor shall also devise plans and strategies on how to systematically upgrade and improve the calibration standards to meet the challenge of the NASA flight instrumentation tests and work with NIST staff to design, assemble and commission a test magnet calibration system. The Contractor shall also provide technical support for the NASA team on calibration experiments. Work shall be performed at the NIST Gaithersburg, Maryland site. The period of performance shall be one year from date of award and two additional option years for similar services. This is a sole source requirement with Dr. Deng because he has extensive experience with SURF experimental facilities, including BL-2. It would be impossible to find another contractor with the requisite experience to perform these tasks in the time required for this project. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 22 and 26.
