- Description
- This is a Request for Information from interested vendors on a pay parity implementation study to be performed for the US Commodity Futures Trading Commission. Section 10702 of Public Law 107-171, the Farm Security and Rural Investment Act of 2002 (FSRIA), removes CFTC from coverage under certain provisions of Title V of the United States Code that govern the Senior Executive Service, basic pay in all pay systems, additional compensation, and benefits. The purpose of the legislation is to provide CFTC with the opportunity to achieve compensation and benefits parity with other federal financial regulatory agencies. CFTC intends to contract for the services of an expert in the field of compensation and benefits to present options for implementing FSRIA. A draft statement of work has been developed for this requirement and is available on this website or may be obtained from the Contracting Officer. The purpose of this notice is to request: (1) industry comments on the adequacy of the draft statement of work, including recommended changes/deletions/additions; (2) non-binding ballpark pricing from potential sources; (3) comments on whether this requirement could reasonably be proposed as firm-fixed price and, if not, reasons why it should not be firm-fixed price; (4) suggestions on how to revise or restructure the requirement to reduce costs, and (5) contact information for companies interested in responding to the final RFP when it is issued. Information gathered will assist in formulating the final RFP and budgeting for the requirement, and will help identify interested vendors. Proprietary information submitted should be labeled as such. Comments are requested by July 8, 2002. Responses are to be provided to the Contracting Officer by e-mail at the address cited below. Please note that this is a Request for Information only, not a Request for Proposals. The CFTC will not accept any proposals in response to this notice. The CFTC does not plan to award a contract based on information received in response to this notice, nor will it pay for any information received in response to this notice. This Request for Information should not be construed as a commitment by the Government for any purpose.
