- The Department of Commerce, International Trade Administration's Central & Eastern Europe Business Information Center (CEEBIC) promotes and facilitates export and investment in Central and Eastern Europe (CEE) by acting as a clearinghouse of the most up_to_date economic, commercial and trade lead information for U.S. businesses. To fulfill its mission, CEEBIC produces a variety of publications, organizes business briefings, maintains a comprehensive website, offers customized counseling for U.S. companies and works with its overseas staff to gather and disseminate information on commercial opportunities. CEEBIC has a requirement for a Romania Program Specialist who will implement its specialized program initiatives and focus on the development of commercial ties between Romanian and U.S. companies. This position will be from time of award through September 30, 2003. The purpose of this position is to carry out the promotion of U.S. exports and investment specifically to Romania and to make the U.S. business community fully aware of the opportunities and challenges of doing business in Romania. The Romania Program Specialist will: 1) provide business information and counseling on the commercial opportunities available to U.S. companies in Romania; 2) offer advice on trade regulations, investment climate, best markets for U.S. companies, changes in legislation that affect the U.S. business community and sources of finance; 3) conduct outreach to the U.S. business community about the commercial opportunities in Romania and the services that CEEBIC offers to assist them; 4) interact with other CEEBIC Specialists and other U.S. government agencies; 5) increase efforts to monitor CEEBIC's success in Romania; 6) interact and develop liaison with various Romanian focused organizations; 7) Identify and disseminate export and investment opportunities for U.S. companies and relevant trade associations; 8) Prepare informational material about the latest commercial developments in the Romanian market for U.S. companies and how they can best access them; 9) establish and maintain appropriate contacts in the U.S. and Romania who can assist U.S. companies in pursuing commercial opportunities in Romania 10) track instances of U.S. companies who, with CEEBIC assistance, were successful in Romania; 11) conduct market research in both English and Romanian; 12) maintain and update the Romania page of CEEBIC's website, CEEBICNet; 13) coordinate and implement the integration of the initiatives into overall CEEBIC Core activities; 14) contribute articles to various publications about the latest commercial and economic developments in Romania; 15) expansion of CEEBIC's client base for the Romania program; 16) organize workshops and roundtable discussions for U.S. companies; 17) work with CEEBIC's Small Business Support Facility to identify small businesses interested in Romania and develop a database of contacts. Interested parties should have: 1) fluency in both written and oral in the English and Romanian languages; 2) a minimum of 4 years working experience in developing business between the U.S. and Central and East European countries, preferably Romania; 3) working knowledge of the business climate in Romania; 4) working knowledge of the Romanian economy and foreign trade regime; 5) familiarity with Romanian economic, political, and financial developments; 6) established contacts with U.S. and Romanian government agencies, business associations, and ethnic groups; 7) experience with preparing articles, briefings, and informational material and 8) experience with Microsoft Office, Desktop Publishing and Web Design desired. The position is located in Washington DC and domestic and overseas travel is required. Award will be made utilizing simplified acquisition procedures.
