- Description
- The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis with Dr. Frederick Mies, Rockville, MD to develop theoretical models/analysis and fortran computer codes to apply to the theory of collisions of cold, trapped atoms, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. Specific tasks include: 1) presenting a report which gives a detailed and rigorous derivation of the analytic threshold properties of multichannel cross-sections of neutral atoms based on an MQDT representation of the wavefunctions; and 2) present a report which gives an analysis of Frame Transformation (FT) approximations of the near-threshold scattering properties of cold, neutral atoms. This is a sole source procurement as the contractor is an internationally recognized expert in the field of multichannel quantum defect theory and is already familiar with the scattering codes used by the NIST Quantum Processes Group which were developed by the contractor. A firm fixed price Purchase Order will be issued on or about July 8, 2002 with a 12-mo. performance period and one (12) mo. option period to write a report on the theoretical analysis on atom-atom collisions and a report describing specific numerical procedures that were incorporated into Gordon algorithm. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation is not available. See Note 26.
