- NA The project consists of the following major components: (1) Peanut Island Environmental Restoration consists of clearing exotic vegetation to be disposed of by chipping and burning; excavation and removal (off Island) of dredged material deposits to create a shallow-water reef, lagoons, tidal pond and flushing channels; revegetation of wetland and upland areas with native plant species; construction of exterior and pile crib breakwater structures, entrance channels/jetties; and, relocation of existing utili ties. Public access features to be constructed/installed include: prefabricated bridges; floating dock system, gangway and access platform; mangrove boardwalk; observation deck; and, access pathway/road with drainage system and underground utility instal lation. There will be two Alternative line items for the work at this site. Alternative I will consist of the construction/installation of swimming platform and swimming ladders. Alternative II will consist of the construction/installation of swimming p latform and swimming ladders utilizing the EZ Dock Floating Dock System (brand name or equal). The intent of the Government is to award Base work and either Alternative I or Alternative II. (2) Peanut Island Containment Levee Construction includes the down load and removal (off Island) of dredged material deposits from Florida Inland Navigation District's dredged material containment area and construction of a new dredged material containment levee (in lifts) on Peanut Island. Levee construction includes co nstruction of perimeter stub and crest roads; weirs/walkways; rock drainage flumes; and, landscaping of levee and maritime hammock. (3) City of Lake Worth Wetland Restoration (Fill) project is a submerged dredged area located in Lake Worth Lagoon, which is the designated project fill site for the dredged material deposits removed from Peanut Island. The material shall be deposited in the submerged dredged hole to specified elevations to create seagrass habitat and mangrove islands; rock and vegetation shal l be placed to stabilize shoreline and create oyster reef habitat. Utilization of hydraulic equipment on this project is prohibited. The purpose of the project, which is located in Palm Beach County, is to restore upland and shallow-water habitat for fishe ries and wildlife. Heavy Construction equipment, including but not limited to the following, will be utilized: tugs, barges, and barge-mounted crane. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. The solicitation will be issued o n or about 27 June 2002 and proposals will be due on or about 13 August 2002. Solicitation will be issued in electronic format only. Offerors will be provided a CD ROM at no cost. Interested offerors must register electronically. There will be a price preference for identified HUBZone small business concerns that comply with the requirements of the solicitation as stipulated in FAR 19.1307. Award will be made to the offeror whose proposal represents the best valu e to the Government. Proposals will be evaluated on technical, price, and past performance. Construction Performance Period is 1,095 calendar days.
