- Note: The Solicitation Number is hereby changed to: F09603-02-R-71980. This is an updated synopsis notification for the Intelligence Information, Command & Control, Equipment & Enhancements (ICE2) program. The ICE2 acquisition will be conducted as an Agency Level Source Selection and utilize full and open competition procedures in accordance with FAR Part 15. The ICE2 contract will be awarded as an ID/IQ contract to a single source. The contract will be awarded for a basic four-year ordering period. The contract will also include two, three-year incentive options making the potential length of the contract a maximum of ten years. The contractor may earn these additional periods of performance by award of an incentive option. The scope of the ICE2 effort is a worldwide sustainment, maintenance and technical support effort for Intelligence and Command and Control systems. The equipment that will be supported by this contract consists of commercial, modified-commercial, and specially designed equipment items. Departments and agencies supported by this multi-service contract include, but are not limited to, the Departments of the Air Force, Army, Navy, State, Energy, Treasury, Defense Intelligence Agency (DIA), Unified Commands, Coast Guard, Air National Guard, Special Operations Forces, Joint Reserve Intelligence Program, National Imagery and Mapping Agency, and the National Reconnaissance Office. The successful contractor will accomplish all maintenance necessary to ensure all equipment accountable to the contract meets Original Equipment Manufacturer (OEM) established standards, and all systems perform functions necessary to support the users. In general, the contractor shall provide computer equipment preventive and remedial maintenance of hardware, software services, inventory management, technical support services, network support services, network performance analysis, and instruction for on-site Government employees on equipment and software changes. In addition, the contractor will provide Remote Diagnostic Services to monitor equipment and correct some failures at designated remote locations from assigned, staffed central locations.
