- NA The Philadelphia District, U.S. Army Corps of Engineers, Marine Design Center intends to initiate a negotiated procurement for one newly constructed, welded Steel Crane Barge to serve the Huntington District (CELRH). The barge shall be approximately 52-fee t long, 52-feet wide, and 9-feet deep, and will be used as a floating platform for a pedestal mounted crane. The vessel shall be of all-welded steel construction, and shall be designed, built, and classed to American Bureau of Shipping (ABS) rules for Stee l Vessels on Rivers and Intracoastal Waterways. The acquisition will be performed using the negotiated procurement process prescribed in Part 15 of the Federal Acquisition Regulations (FAR). This will be a competitive procurement. The Government will award a contract to the responsible offeror, whose proposal, conforming to the requirements of the Solicitation, will be most advantageous to the Government, cost and other factors considered. Proposal will be reviewed for completeness and evaluated on their m erit against the following evaluation factors: TECHNICAL FACTORS-Management, Past Performance and Experience and Technical; PRICE FACTORS-Price Reasonableness and Price Realism. The technical factors as a whole are more important than price. However, price remains a significant factor in determining the best value. The Request for Proposal (RFP) package will be available on the Internet web page on or about July 2, 2002. Hard copies will not be available. No written or fax requests shall be accepted. Contra ctors shall download this Request for Proposal (including drawings) from the Internet web page at the following address: https://ebs.nap.usace.army.mil/AdvertisedSolicitations.asp on or after issue date of the Request for Proposal. The official media of di stribution for this procurement is the INTERNET WEB PAGE. All amendments to this Request for Proposal will be posted to the Internet web page at the above address. Hard copies of the amendments will not be furnished. It is the contractor's responsibility t o monitor the Internet web page for amendments. Interested contracts must register on the Internet web page. If any of the contractor's information changes during the advertisement period, contractors are responsible to make changes to their profile on the Internet web page. Failure to make changes in their profile may cause a delay in receiving the Request for Proposal and amendments. Bidders are responsible for printing paper copies of the Request for Proposal including any drawings. Proposals will be due on or about 2 August 2002 by close of business (4:00 p.m.). This procurment is 100% set aside for small business concerns. The NAICS Code is 336611 with a size standard of 1000 employees. Bonding is required.
