- NA The Air National Guard is conducting market research and is requesting submittal of capability packages from all interested parties on how your company would approach studies and analysis services including comparisons and contrasts between the Air Force, Air Force Reserve, and Air National Guard. The services shall support the Air National Guard through analysis and studies that compare, contrast, or support long and short range strategic objectives of the Air National Guard in relationship to the Nationa l Security Strategy, Homeland Security, support to civil authorities, and support during natural disasters. It will also support ANG responses to DOD and Air Force sponsored studies or proposed changes in Doctrine. Specific tasks may include but are not limited to the following: Quadrennial Defense Review (QDR): Follow-up responses, outcomes, answers, and analysis relating to current future QDRs. Base Realignment and Closure (BRAC): Studies, analysis, and alternatives as they relate to ANG bases, infr astructure, culture, community visibility, and return on investment. Homeland Security (HLS): Analysis-based proposals to provide comparisons on how we are currently structured and the ability to support HLS in our present configuration and possible alte rnatives. Also considering this relationship to QDR, BRAC, modernization, and cost effectiveness. Modernization: Analysis and proposals for current weapons systems and partnership with Air Force, associate units, locations and needs. New Mission Areas: Analysis of existing ANG structure and sunset mission areas that are prime for taking on or converting to new mission areas. Innovative alternatives for taking on new missions or proposals to convert existing mission areas. Readiness: Recruiting and R etention, Inspections and Maintenance analysis to determine possible strategic proposals to Congress, Air Force, DOD, and states. Aerospace Expeditionary Force: Analysis of proper mix, operations tempo (OPTEMPO), personnel tempo (PERSTEMPO), rotation dur ation, employer/family/recruiting impacts, and benefits to National Defense and Air Force. Quality of Life: This subset includes Employer Support, Family Readiness, Diversity, Morale and Welfare, and other areas that impact personnel. Studies and analys is will be needed to assess current trends and conditions. This area may require much contractor support. Relevancy: Studies, analysis, and comparisons between Air Force and Air Force Reserve by weapon system and relating to effectiveness, efficiency an d potential. Proposals based on trends, data, and logic may be required for force structure and mission studies. Dual-Missioned, Distributed Capability: Analysis of wartime skills and their direct correlation to National Security, Homeland Security, and wartime capability. The contractor must be able to tap into databases and information from the Air Force and Air Force Reserve without disclosing Air National Guard findings unless the Air National Guard authorizes the release of those findings. This re quires discretion and candor among other employees on the contractor's staff that may be working other contracts with other military components. Company technical qualifications and past performance should also be addressed.
