Description

The Bureau of the Census (BOC) intends to negotiate and award a sole source contract, under the authority of FAR 6.302-1, to UserWorks, Inc., 1738 Elton Road, Suite 138, Silver Spring, MD. UserWorks is uniquely qualified to provide the continued usability engineering tasks that include the following: (1) Conduct usability testing on questionnaires and data dissemination applications at BOC facilities, and elsewhere, using BOC test recording equipment exclusively, (2) Conduct expert reviews of questionnaire and data dissemination applications using qualified experts, (3) Design and implement navigation and integration schemes to web-enabled existing large documents dealing with user interface guidelines, standards, and style guides, (4) Design and implement new interactive functionality for an intranet usability site that allows users to post user interface prototypes and captures/displays comments and feedback from BOC colleagues about the prototypes. It is felt that UserWorks, Inc. is the only source that has the expertise to provide this service to the BOC. This is not a request for competitive proposals, however, responses received within the required time will be reviewed and evaluated. The period of performance for this requirement is from date of award for one year with the option to extend the period of performance for 4 additional 1 year periods. Interested contractors shall respond, in writing, showing clear and convincing evidence that competition would be advantageous to the government, and submit technical capabilities, pricing and other information that demonstrates their ability to meet the BOC's needs. No telephone responses will be honored. This synopsis is not to be considered a request for proposals. No solicitation document is available. No contract will be awarded based on offers received in response to this notice. If no affirmative written response is received within 15 days from the date of this synopsis, a sole source contract will be pursued with the proposed contractor without further notice.
