Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. William Lotshaw, Bethesda, Maryland, for technical services to aid in the execution and project goals for a project entitled "Terahertz Spectroscopy of Chemical and Biological Systems". These goals consist of: 1) building, maintaining, and developing a far-infrared (THz) 80 MHz laser spectrometer; 2) helping to modify, maintain and develop time-resolved hydrogen-bonding experiments using a kHz Ti:Sapphire femtosecond laser/mid-IR OPA with THz probe detection system; 3) collecting, analyzing and modeling data obtained from the above instruments; 4) aid in publication and dissemination of results, and 5) preparation of requested reports. Work shall be performed at the NIST Gaithersburg, Md. Site. The period of performance shall be one year from date of award. This contract is being negotiated with Dr. Lotshaw on a noncompetitive basis because he is the only known source at this time with the advanced training and background capable of providing the required expertise to NIST. His publication record over the past five years has dealt exclusively with these specific abilities and related scientific issues. He has worked on advanced laser systems similar to the ones at NIST and has published several archival papers using spectroscopic techniques necessary for the contractual obligations to be successful. A purchase order shall be awarded using simplified acquisition procedures approximately July 3, 2002. Interested persons may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotations. However, the Government shall consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 26.
