- PRESOLICITATION NOTICE: The 36th Contracting Squadron (36 CONS), Andersen AFB, Guam, anticipates issuing a solicitation on or about 8 Jul 2002 to acquire Medical Clinic Custodial Services for Andersen Air Force Base (AAFB), Guam. The proposed contract is for a base year and four option years. The contractor shall provide all labor, management, supervision, tools, materials, equipment, supplies, and transportation necessary to manage and perform custodial services in the 36th MDG Clinic Facilities (floor plans contained in solicitation package) at AAFB, Guam in a manner that will maintain facilities in a neat and professional appearance as well as contribute to the health and welfare of all employees. The contractor will perform all required services in accordance with the American Society for Healthcare Environmental Services of the American Hospital Association (ASHES), the Association for Professional in Infection Control and Epidemiology (APIC), the Joint Commission on the Accreditation of Healthcare Organizations (JCAHO), the Building Owners and Managers Association (BOMA), and all local and federal requirements. The contractor will also have to provide Low Level Disinfection, as defined by APIC. The work will consist of all work that would fall under custodial type services (i.e. sweeping, mopping, emptying trash, etc.). Funds are not currently available for this acquisition; therefore, the solicitation will be issued under FAR clause 52.232-18, Availability of Funds. This acquisition will be solicited as 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 561720 ($14 million). Once available, this solicitation must be downloaded from www.eps.gov, as no paper copies will be issued. All information required for submission of an offer will be identified in the solicitation. The government contemplates award and performance start date of 1 Oct 02. The resultant award will be made on an all or none basis. This notice serves as a preliminary notice and does not obligate the government to award a contract, restrict the government in its ultimate acquisition approach, or obligate the government to pay for proposal cost.
