Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for administrative support services in support of the Advanced General Aviation Transport Experiments (AGATE) Alliance Closeout. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the administrative support services from Strategic Alliance Resources Network (STARNet), who is the only responsible source and no other supplies or services will satisfy Agency requirements. STARNet has developed an unparalleled knowledge base of the AGATE Alliance and possess unique qualification that include: sole advisors of the AGATE Alliance to NASA and private sector members on the design of the AGATE Alliance and membership issues; designer and implementor of the AGATE audit policy and methods; and gathered, summarized, and reported AGATE commercialization results. Such qualifications would take substantial time and money for another company to duplicate and these costs are not expected to be recovered through competition. Among the primary services STARNET will provide include: gather, organize and prepare information and reports to document Alliance's contract performance; research, develop and recommend resolution of membership status and disputes, issue report documenting recommended membership dispute closeout, update the AGATE commercialization impact report, determine whether quantitative methods can be used as the basis on which verification of in-kind matching can be verified. STARNET will use its unique capabilities and qualifications to accomplish these services. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 14, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
