- Solicitation announcement for technical support for the preparation of environmental assessments (EA) and environmental impact statements (EIS) for hydropower licenses, license amendments, and exemptions for the Federal Energy Regulatory Commission, (FERC) under the National Environmental Policy Act, (NEPA) of 1969, P.L. 91-90, 42 U.S.C. 4321 et seq. Similar environmental documents are prepared for license and exemption surrenders where project facilities have been constructed. Other documents may be required such as headwater benefit reviews, environmental compliance reports, special engineering and environmental reports, testimony for hearings, draft license articles, programmatic agreements, and other ad hoc analyses and reports. The period of performance shall be from the date of award through September 30, 2005, 3 years, plus a two-year option period ending September 30, 2007. FERC plans to make a single contract award based on initial proposals. The type of contract contemplated is a fixed price level of effort contract (fixed price or labor hour task orders) using fixed labor rates fully burdened. Direct productive labor hours estimated per year are 29,143. A Small Business Subcontracting Plan is required to be submitted under this contract. The NAICS Code is 541620 Environmental Consulting Services; the size standard is $6 million. Work will be performed for all FERC offices and programs nationwide. The specific EIS, EA, and supporting documentation to be performed under the contract will be issued on individual task orders from FERC. Written proposals are estimated to be due Monday, July 29, 2002, by 12:00 PM Eastern Daylight Time (EDT). Offerors are requested to download the applicable RFP, estimated for release Friday, June 14, 2002, from the FERC Hydro website at http://www.ferc.gov/hydro/hydro2.htm and to carefully examine the entire RFP and its requirements. The solicitation is only available electronically from the FERC Hydro website and hard copies will not be mailed or made available. Since a preproposal conference will not be held, a question and answer document will also be provided on the FERC Hydro website. Please note that the RFP Section L.6(c) requests Offerors to complete and fax a completed Intention to Propose Notification form to the addressee shown therein no later than 5 calendar days prior to the proposal due date.
