- The Navy plans to issue a DRAFT Request for Proposals (RFP) on or about 14 June 2002 to encourage industry participation in the review of the Evolved SEASPARROW Missile (ESSM) Launching System (ELS) for compatibility with MK 57 NATO SEASPARROW Missile System (NSSMS), as installed in USN CV/CVN Class Ships, and LHD Class Ships. The Government plans to receive comments on the DRAFT RFP in approximately two (2) weeks after its release. Additionally, the Navy plans to convene a Briefing for Industry for the purpose of providing any necessary additional clarifying information. A separate notice will be published in the Federal Business Opportunities (FBO) for Vendors announcing the time and location of the Briefing. Companies/ individuals who are interested in participating in the review of the DRAFT RFP and providing feedback regarding the DRAFT RFP must submit a written reque st to Commander, ATTN: John C. Piunno, Code 02541P; Naval Sea Systems Command; 1333 Isaac Hull Avenue SE, Stop 2040; Washington Navy Yard, DC 20376-2040. The written request must include a brief description of the company's or individual's expertise in the above categories, identifying CAGE Code, and security clearance information. Requests may be sent by facsimile transmission to the above addressee at 202-781-4654 or by e-mail to Piunnojc@navsea.navy.mil. Copies of the DRAFT RFP will be provided to companies/individuals with appropriate security clearances on file. The Government will consider all comments received. Any subsequent revision of the DRAFT RFP remains solely at the Government's discretion. The Government will not provide individual responses to questions. Firms interested in contracting or subcontracting opportunities are encouraged to make known their interests in order that a Bidder's List can be established for other firms or individuals that may be interested in subcontracting opportunities. This is not a request for proposals, a promise to issue a request for proposals, nor a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis announcing the availability of draft specifications for industry participation and feedback. Issuance of a DRAFT RFP does not obligate the Government to award a contract and does not restrict the Government as to its ultimate acquisition strategy.
