Description
NA The U.S. Army Tank-automotive and Armaments Command (TACOM) intends to negotiate with ReView Video Services, Inc. on a sole source basis for the procurement and installation by ReView Video, L.L.C., of hardware and software necessary to upgrade PEO video t eleconferencing (VTC) bridging equipment located in the PEO-GCS Video Center, and to furnish technical support and training. Personnel from ReView Video, L.L.C. currently provide maintenance service for 12 VTC systems for the PEO Ground Combat Systems vid eoconferencing network which includes the PEO?s office in Washington, DC, and has unique knowledge of this custom-designed system. ReView Video, L.L.C. furnished the equipment for this system, and for this reason has a detailed understanding of its custom configuration. TACOM is issuing a combined Synopsis/ Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the onl y solicitation; proposals will be accepted, however a written solicitation will not be issued. The combined Synopsis/ Request for Quotation (RFQ) number is DAAE07-02-T-0014. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14, dated 24 Sep 1999. The associated North American Industrial Code System (NAICS) code is 561499, with a size standard of $6.0 million. Description of Supplies/ Services: 1. Enhanced Continuous Presence?Provides the capability to show up to 9 conference sites simultaneously. Each site to be voice activated. 2. Multi-way Transcoding?Assures that all sites connect at their optimal capab ilities. Assures that conference quality does not get compromised to meet common capabilities of all sites. 3. Integrated Gateway Functionality?Transparently connects various platforms. Connects Internet Protocol (IP), Integrated Services Digital Netwo rk (ISDN), and Asynchronous Transfer Mode (ATM) into the same conference on a single platform. 4. Conference Management?Allows full control of multiple conferences simultaneously from a single web browser location. 5. Greet and Guide?Allows for real-ti me interactive visual communication for users. This allows for easier use, distance learning, visual call centers, and visual chat rooms. 6. Site survey, network consultation, on-site installation, and 2-day training (operator, net configuration, WEB he lp, software upgrade). 7. Advance replacement, software updates/ installation, remote test, telephone support, and help desk for one year, with a one-year option. Equipment and Services are for TACOM, PEO GCS, Warren, MI. Provision at FAR 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. The following factors shall be used to evaluate offers: (i) technical capability of the items offered to meet the Government requirement and (ii) price. Offeror s are advised to include a complete copy of the Provision at FAR 52.212-3, Offerors Representation and Certification?Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items; applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition. This acquisition is rated DOA4. TACOM intends to negotiate solely with ReView Video Services, Inc., 1701 Quincy A venue, Naperville, IL for this equipment. See numbered note 22.
