Description
Work consists of furnishing all parts, labor, materials, equipment, supplies, services, and supervision necessary for the repair of the Fire Suppression System in Hangar 1 Bldg 433, Scott AFB, IL. The principal items of work shall include, but are not limited to, the following: The contractor shall replace the existing deluge valves in each of the ten zone risers and replace the existing pneumatic detection system with an electric system using linear thermistor type sensors. The contractor shall install a new releasing panel to provide the detection controls and to provide releasing control for the new deluge valves. Interface the panel with the new FCI panel recently installed. The contractor shall remove the backflow preventers currently installed within the hangar and replace the pipe sections; disconnect the existing 3,000,000 gallon storage tank from the domestic service; connect the new 6" water service to the existing 6" water main; install new 6" double gate, double check valve backflow preventer along with new 6" altitude valve to existing 10" fire pump return line for tank fill. The contractor shall replace four air relief valves and the system relief valve. The contractor shall remove the backflow device currently installed in the pump house between discharge header and test header. Remove the existing bird net to enable work in upper reaches of hangar and reinstall the bird net upon completion. All work required by the plans and specifications shall be accomplished by the contractor even though minor items required may not be specifically mentioned in the above listing. This is a Request for Proposal (RFP), Price Performance Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon the ?Best Value? to the Government in accordance with FAR 15. The magnitude of this project is between $250,000.00 and $500,000.00. This acquisition is being considered for a HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition, you must provide the following information to the Contracting Officer not later than ten (10) days after the publication of this notice: (a) SBA Certification of HUBZone eligibility; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of recent, relevant experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers; (d) Your available bonding for this project. All the above must be submitted in sufficient detail within ten (10) days after the publication of this notice or the solicitation will be issued unrestricted pursuant to the competitiveness demonstration program. The closing date and time for submission of proposals will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Electronic Posting System (EPS) website at http://www.eps.gov. The solicitation can be accessed by following the links on the EPS website to: USAF Offices, Air Mobility Command, 375th Contracting Squadron, Scott AFB IL. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.eps.gov in order to receive notification and/or changes to the solicitation. Prospective offerors who would like their company name included on the Bidders Mailing List (planholder's list) must submit their company name, address, telephone number and a point of contact to Joe Pasqualucci at Fax 618 256-2652, or E-mail: joe.pasqualucci@scott.af.mil within 14 calendar days after the solicitation is posted on the web site. This list will be uploaded to the web site. No further submissions will be accepted or posted. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. All contractors MUST be registered in the Central Contractor Registration database in order to receive an award.
