- THIS IS NOT A SOLICITATION ANNOUNCEMENT. IT IS A SOURCES SOUGHT ANNOUNCEMENT ONLY THAT SUPERCEDES NOTICE NUMBER A-76-BOC-1-0001, SUBMISSION NO. 5120P7, THAT WAS PREVIOUSLY ISSUED ON MAY 03, 2002. The Office of Management and Budget (OMB), as part of the President's Management Agenda, directed that each agency will complete during FY2002 a series of public-private or direct conversion competitions on not less than 5 percent of the full-time equivalent COMMERCIAL positions listed on their Federal Activities Inventory Report (FAIR). Based on the Census Bureau's inventory, the Bureau will conduct an A-76 study to streamline and compete the operations and services of the Human Resources Division's Mixed-Tour program for the fluctuating 200-300 office automation/administrative/clerical support personnel assigned throughout the Census Bureau at its headquarters in Suitland, Maryland. The Bureau will open the office automation/administrative/clerical support positions to public-private competition. PLEASE NOTE THAT THE POSITIONS DESCRIBED ABOVE ARE ADMINISTRATIVE AND CLERICAL POSITIONS ONLY, AND ARE NOT INFORMATION TECHNOLOGY (IT) RELATED OTHER THAN THE REQUIREMENT FOR OFFICE AUTOMATION SKILLS. The purpose of this sources sought announcement is to gain knowledge of qualified Small Businesses for a potential Small Business set aside to provide these services to the Census Bureau. In addition to providing a capability statement, we request that the following questions be answered when submitting your information: (1) Is your company a small business operating under NAICS Code 561320 or 561410? (2) Has your company had experience with or been awarded an acquisition/project as large as the Census A-76 requirement? Please provide examples. (3) What type of accounting system does your company currently use? Is it capable of handling a multi-million dollar cost type contract? (4) Has your company been audited by DCAA or any other audit agency? (5) Has your company been awarded cost type contracts with the Government? Please provide examples. (6) Does your company have any contracts that were awarded outside of the state of your headquarters or primary office? If so, please give examples. (7) What experience has your company had with Federal and State contracts? Please provide references. (8) How would your company obtain the needed personnel to fulfill the Census A-76 acquisition? The government intends to issue a Request for Proposal NLT August 30, 2002.
