- The International Space Station (ISS) includes over 25 internal laboratory sites and 25 external platform sites to support U.S. research and development projects. The U.S. utilization program involves extensive coordination of U.S. users from academia, industry and government, as well as close liaison to the programs of our international partners in Canada, Europe, Japan, and Russia. NASA is examining Agency processes and functions for ISS utilization, including various options for management of ISS research utilization (see pages 9 and 10 of testimony at the internet website http://legislative.nasa.gov/hearings/kicza5-9-02.pdf). Options under review include ones with roles for a Non-Government Organization (NGO). However, the nature of any resulting acquisition has yet to be determined. This synopsis identifies how to subscribe to email notices about NASA plans for ISS utilization management; and how to be listed on an internet website for parties interested in ISS utilization management. In addition, this synopsis provides information about a public meeting planned for July 11. NASA has established a website at http://spaceresearch.nasa.gov/research_projects/ngo.html in order to provide information about plans for ISS utilization management. NASA will include on the internet a List of Parties Interested in ISS Utilization Management. If you would like to be listed, please email the following information to dbeck@hq.nasa.gov Name of point of contact Email address, if any Organization affiliation, if any Business size and type Website address, if any Mailing address Telephone number(s) Listed below are the steps that you may follow in order to subscribe to email notices regarding the status of NASA plans for ISS utilization management. A. Using the internet, visit the NASA Acquisition Internet Site (NAIS) at http://procurement.nasa.gov/ and click on "Email Notification" at the top of the page. B. At the Email Notification page (http://nais.msfc.nasa.gov/cgi-bin/nens/index.cgi), first time users will need to create a user profile by following the instructions on the page and by clicking on "Create User Profile" at the top left corner. C. After having created a user profile, click on "Create Subscription" at the top center of the page. Follow the instructions for entering an email address, then continue to Step 2. At Step 2, select "Track a Specific Acquisition" and continue to Step 3. At Step 3, enter the following number: RFP10-07206-215 which is planned for use with this acquisition. Follow the additional instructions for activating your subscription. This will include responding to an email notification that is used to activate the subscription. NASA is planning a public meeting on ISS utilization management, on July 11, from 9:00 a.m. to 5:30 p.m. The meeting will be held at the Doubletree Hotel, 2080 N. Atlantic Ave., Cocoa Beach, FL 32931, telephone number (321) 783-9222. In order to give us an idea of the number of people who will attend, please send to the point of contact listed below the name of the person who plans to attend, organizational affiliation, and contact information (e.g., phone number or email address). Receipt of this information by July 2 would be appreciated. The purpose of the public meeting will be to discuss how the organization that manages ISS utilization can assist users. ISS users, as well as persons interested in any acquisition resulting from this effort, are invited to present their views before and during the meeting. Below are some preliminary questions: 1. To what extent should an ISS utilization management organization be responsible for evaluating and prioritizing proposals for research, technology development, and commercial development to be performed aboard the ISS? 2. To what extent should an ISS utilization management organization provide a capability for developing instrumentation and other hardware, and furnishing supplies, necessary for research, technology development, and commercial development to be performed aboard the ISS? 3. To what extent should an ISS utilization management organization provide planning and support for samples and specimens (both living and non-living; reactive and inert) to be used in research, technology development, and commercial development aboard the ISS? 4. To what extent should an ISS utilization management organization be responsible for allocating ISS resources (laboratory space, electricity, crew time, etc.) to individual projects for research, technology development, and commercial development to be performed aboard the ISS? 5. What are some of the differences that should be considered in managing research, technology development, and commercial development aboard the ISS? 6. What other types of planning or support should an ISS utilization management organization conduct for research, technology development, and commercial development aboard the ISS? 7. How should NASA ensure that the ISS utilization management organization is accountable to the ISS user community, and the general public, in its performance? 8. What limitations should NASA impose on activities of the ISS utilization management organization? Send comments in response to these questions to the point of contact listed below. At the public meeting, NASA will use, without attribution, many of the submitted comments in order to facilitate discussion. NASA will also summarize the comments and post them to the internet.
