- NASA/GSFC plans to issue a Request for Proposal (RFP) for services and support required to accomplish radiation testing of electronic and photonic elements (parts, boards, subassemblies, and systems). The proton beam characteristics shall include tuned proton energies between 4 and 68 MeV, Particle fluxes between 0.1 pA and 10uA, < 10% variance on beam uniformity over collimated beam spot, A near continuous (7 MHz-22.5 MHz cycle)proton stream which is required for the dynamic testing requirements of single event effect (SEE) testing, Absolute Dosimetry-exceeding (better than) 10% routinely, and Exposure Durations > 10 seconds routinely. Special test set-up requirements are needed to accomplish radiation testing of electronic elements (parts, boards, subassemblies, etc.). NASA/GSFC intends to purchase the services and support from the University of California at Davis, Crocker Nuclear Laboratory. The Statutory Authority permitting Other than Full and Open Competition is 10 U.S.C 2304 (c) (1). Only One Responsible Source. The Crocker Nuclear Laboratory provides a unique technical facility. It is the only facility that provides tuned proton energies between 4 and 68 MeV, Particle fluxes between 0.1 pA and 10 uA, and a < 10% variance on beam uniformity. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The Government intends to enter into a noncompetitive contract action. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 5, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
