- Description
- NASA/DFRC plans to procure one SwiftSTOR II Communication Recovery System, P/N SS-201-07-RM, rack mount, 7 (seven) channel, for a Motorola Smartnet Trunked Radio. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from Swift Computers, Incorporated. Swift Computers, Incorporated is the sole manufacturer and supplier of the SwiftSTOR? II Logging Recorder for Trunked Radio, which is the major element in the SwiftSTOR? II Communications Recovery System (the System). The patented technology provides capabilities for recording and recovering conversations from a trunked communication system, which is not licensed to any other manufacturer. It will allow NASA/DFRC to participate in the use of the existing EAFB Land Mobile Radio/Trunk Radio System. The majority of the EAFB Trunk Radio System's traffic can be recorded by conventional means but at much greater cost and reduced capability. Reference FAR 6.302-1(a)(2)(i) and (iii). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 18, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
