Description
NA The Hawaii National Guard is soliciting competitive proposals for a Multiple Award Task Order Contract (MATOC). Request for Proposal will be issued on or about 21 Jun 2002. This procurement consists of one solicitation with the intent to award multiple In definite Delivery/Indefinite Quantity (IDIQ) Construction Contracts. This solicitation is being advertised on an UNRESTRICTED basis inviting full and open competition. However, as a result of this solicitation, the government?s intent is to have a minimum of seven (7) IDIQ MATOC contracts awarded of which at least three (3) will be 8(a) and/or HUBZone qualified contractors (providing sufficient qualified contractors present offers); two (2) awards are set-aside for emerging small businesses (ESB) (providing sufficient qualified contractors present offers); and all other awards are unrestricted. The applicable NAICS Codes are 233 and 234 and the corresponding size standard is $27.5M average annual receipts over the last 3 fiscal years. The scope of work will include, but not be limited to, new construction, repair, alteration, and demolition of existing facilities, paving, design build, modified design build and construction work based on full plans and specifications (bid build) for DoD facilities within the State of Hawaii. Facilities is defined as 1) nonresidential building construction for industrial buildings and warehouses; and 2) nonresidential buildings, other than industrial buildings and warehouses. The areas of consideration will include, but not be limited to National Guard facilities located within the State of Hawaii. A site visit and pre-proposal conference is scheduled for 27 Jun 2002 at Hickam AFB, HI, Building 3415 at 10 AM local time. For purpose of obtaining entry on to the military installat ion for the pre-proposal conference, please provide the following not later than 26 Jun 2002 via email to stephen.lancaster@hihick.ang.af.mil (1) Firm Name and Telephone Number, 2) Visitor's Name and SSN, 3) Citizenship. The furnishing of the above inform ation, including your Social Security Number, is voluntary. However, your failure to furnish all or part of the information requested may result in the Government's denial of your access to the pre-proposal conference. Any of the above information furnishe d by you and protected under the Privacy Act shall not be released unless permitted by law and/or your have consented to such release. Upon receipt of the information, our office will submit a letter to the Base Security Forces authorizing your entrance to Hickam AFB, HI. Visitors must pick up their passes at the Installations Main Entry Gate prior to your arrival. To obtain your one-day vehicle pass, you will be required to present the following information: (1) Vehicle Registration, (2) Valid Drivers Lice nse, (3) Current Insurance Card, (4) Safety Inspection and Car Rental Agreement, if applicable. Attendees at the pre-proposal conference are cautioned that the Government will not wait for anyone who is late or lost and will not hold another pre-proposal c onference.. The basis of awards is to the offerors whose proposals, conforming to the RFP, will provide the best value and be the most advantageous to the Government, considering cost or price and other factors. The contract term is anticipated to be for two base years with three one-year option periods and will contain a maximum not-to-exceed amount of $20,000,000 over the life of the contract. The task order minimum and maximum is $2,000 to $2,000,000, respectively. For informational purposes only, the a nticipated average task order amount may range from $300,000 to $1,000,000. Task orders will be issued for the work intended which will require multi-disciplined construction services in all aspects of general construction and may involve lead and asbest os abatement. In support of design-build work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects, to include, but not be limited to, comprehensive interior design and lead and asbestos abatement. In accordance with FAR 16. 505(b), the successful Offerors will compete for all task order awards, except that projects valued at less than the ESB reserve amount, currently $25,000, are reserved for qualifying ESB contractors awarded a MATOC. Attendance at the site visits and the pre-proposal conferences for task order award may be mandatory and the Government will not reimburse contractors for the associated costs. Due to the nature and the need for expeditious response of the majority of the construction services required, the s elected Contractors will be required to maintain an office in the State of Hawaii. The Government will not directly reimburse the Contractors for costs associated with staffing and maintaining this office. Source selection procedures contained in FAR Part 15.3 shall be utilized to select the successful offers. Each offeror's proposal will be thoroughly evaluated and awards will be made to offeror?s whose proposals are judged to be most advantageous to the Government based upon the evaluation criteria set fo rth below. Pricing of the prototypical MATOC project is required for the price evaluation. Proposals will be evaluated on the following factors in descending order of importance: TECHNICAL FACTORS: Past Performance and Project Management Ability (1) Past P erformance; (2) Specialized Experience; (3) Specific Personnel; (4) Quality Control Plan; (5) Organization; (6) Schedules;(7) Design Build Experience and (8) Design Build Team Experience, and (9) Compliance with Small Business Concerns Requirements Note: N os. 8 and 9 are of equal importance. PRICE: Price and Design evaluation of Prototypical Project. Evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government intends to award contracts wi thout conducting discussions, therefore, the Offeror's initial proposal shall contain its best terms from a cost or price and technical standpoint. The Government also reserves the right to conduct discussions if deemed necessary to obtain the best value. Questions submitted less than 5 days prior to the closing date may not be addressed before solicitation closing date, therefore, offerors are advised to submit questions as soon as possible. The Government intends to award multiple awards and reserves the right to cancel the procurement if it?s in the government?s best interest. It is preferred that questions be emailed (please clearly indicate your company name, paragraph number of the specification and the drawing number, as applicable) vice faxed. Reponses to questions are not considered changes to the RFP as the only way the RFP can be modified is through an amendment that will be issued.
