- SUBJECT: MARKET CHARACTERIZATION OF THE NEW CONSTRUCTION MARKET PROJECT. DESC: The U.S. Department of Energy's National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to TecMRKT Works, Rockville, MD to complete the following statement of work. STATEMENT OF WORK: "MARKET CHARACTERIZATION OF THE NEW CONSTRUCTION MARKET PROJECT". OVERVIEW: The U.S. Department of Energy, Office of Building Technology, State and Community Programs, is interested in gaining a better understanding of the commercial new construction market so that it can better understand the needs and operation of this market and more effectively diffuse the technologies it is developing into the market. The commercial building market includes but is not limited to offices, retail, health care, hospitality, public assembly, education, and worship. GOALS OF THE PROJECT: To complete a market characterization of the new construction market. The goals of this project are to identify: *the types and kinds of new commercial structures that are being built and will be built in the short and long-term *the levels of commercial new construction activity by locale and by types and kinds of structures *the number and size of players, including developers, owners, architecture and engineering firms, especially the major national and regional players *the interactions among the players including patterns of association and information exchange *segments within the market where the players share similar patterns of decision making, capital use, or technology needs *process by which new commercial building construction is completed and the forces at work within the process that influence the energy efficiency of buildings *the role of zoning and local codes code enforcement in influencing the energy efficiency of buildings *individuals and firms within the market who are looked to by others and who influence trends *forces at work that are changing the way players relate to one another and the way they make decisions *strategies that might accelerate and increase the acceptance of energy efficient technologies and whole building design concepts. APPROACH TO THE PROBLEM: The approach to this problem is to use secondary data sources to assemble a picture of the levels of activity, location and players in the commercial new construction market. In-depth interviews with key market players are to be used to provide additional insight into the operation and workings of the market. This information is to be combined to identify segments within the market and to develop optional strategies that might be used to approach the segments. TASK BREAKDOWN STRUCTURE: Task 1: Review the existing literature and identify potential data sources. Recently, there have been a number of studies at the local, state and regional levels that have begun to characterize local and regional commercial buildings markets. The purpose of this task will be to collect, review and summarize what those studies tell us about the new construction market. This task should result in a description of what we know about the commercial buildings market and identification of the gaps in our knowledge. Task 2: Obtain, review and analyze data about the commercial buildings market from secondary data sources. There are numerous sources of data that can be used in an analysis of the commercial buildings market, the trends, and the players in the market. National Real Estate Investor Magazine publishers a listing of the many types of commercial real estate companies. Other types of data that might be used include the F.W. Dodge Data and more local sources of data such as California's Construction Industry Research Board. There are numerous other sources of data that can utilized. Data will be obtained from various sources and analyzed to develop a picture of commercial new building markets nationwide. Of particular interest will be who the major players are including developers, owners, architectural and engineering firms, and contractors. Task 3: Conduct interviews with selected players in the commercial new construction market. This task involves several steps. The first is to identify key players to be interviewed. These will include selected individuals in the largest office firms, mall developers, associations that serve large property owners, for example BOMA, construction divisions of large developers and mall developers, architecture and engineering firms, and others. The second step will be to develop the protocol(s) for the interviews. Several variants of a protocol will be needed in order to address issues with the different players in the market. The third step will be to conduct the interviews. The interviews will be completed in person and by telephone. The length of the interviews will be about an hour to an hour and a half or more depending on the subject. We anticipate completing about 30 - 35 interviews. The fourth step will be to compile and analyze the data. Task 4: Produce a draft and final report describing the new construction market. To produce a draft report for review. Once comments are received a final report will be produced. Task 5: Reporting. A monthly report and update will be provided to the project manager. END OF SOW This request is considered to be sole source to TecMRKT Works, Rockville, MD, because their personnel are uniquely qualified to perform the required tasks and the following reasons: TecMRKT Works is a market research and analysis firm specializing in energy efficiency and high technology. It has been in business for six years. TECMRKT Works client list includes Pacific Gas and Electric, Southern California Edison, Ameren, Missouri Gas, Detroit Edison, the New Jersey investor owned utilities and many others. TecMRKT Works has completed more then 10 studies specifically addressing the characteristics of commercial building sector and submarkets within the commercial building sector at the utility territory and state levels. This study will expand the analysis at the national level. TecMRKT Works is uniquely qualified to complete this study. No other firm can bring the same level of knowledge and understanding to this topic. TecMRKT Works already has developed a preliminary framework for addressing the issues to be addressed in this study. TecMRKT Works has completed a number of studies at the utility and state level, most of the required data sources and the techniques to be applied in this study are known. No other firm has the knowledge base or understanding of these markets the TecMRKT Works brings to this project. There are no other known sources that would be able to provide results at the same depth and in the time frame required by the government. This request is considered to be sole source to TecMRKT Works. Therefore, no solicitation will result from this announcement. This award shall be made using simplified acquisition procedures.
