Description
All questions regarding this solicitation must be put in writing and sent to the Contracting Officer either by fax 301-504-1190 or e-mail to djacobs@ars.usda.gov. Architectural-Engineering (A-E) Services to support facility modernization projects including repair/maintenance, alteration and new construction in the Agency's Mid-South Area (MSA), which includes the states of Alabama, Kentucky, Louisiana, Mississippi and Tennessee; and the South Atlantic Area (SAA) which includes the states of Florida, Georgia, North Carolina, South Carolina, Virginia, Commonwealth of Puerto Rico, and the Virgin Islands. Typical projects may involve research laboratories, offices, agricultural facilities (including greenhouses, animal holding facilities, and storage buildings), utilities, road repair, and site improvements. Estimated A-E fees will be in the approximate range of $10,000 and $2,000,000 on an annual basis, with a minimum of $1,000 to be obtained throughout the life of the contract. The Government anticipates award of two Indefinite Quantity Contracts (IQCs), one with a primary focus and location within the MSA and one with a primary focus and location within the SAA. Firms will be evaluated on capability to provide services to both areas. The Government reserves the right to limit award to one contract should one firm have design offices within both areas, or should all responding firms be located in only one Area. The IQCs resulting from this announcement will be for a period of one year, with options to renew for a total of five years. The contract(s) will cover services listed at the above locations and shall include, but not be limited to, design criteria development, designs, analysis, drawings, specifications, detailed cost estimates, energy-related studies, environmental assessments, topographic surveys, asbestos and/or lead based paint abatement/surveys, investigative reports, concept studies, field investigations, and shop drawing reviews and approvals, construction monitoring, site inspection services, design review services, value engineering and other related services. Design review and value engineering services may involve projects throughout the United States, Commonwealth of Puerto Rico and Possessions of the United States. Evaluation of firms will be made on the following criteria, in order of descending importance: (a) Specialized experience and technical competence in the type of work required; (b) Staffing and professional qualifications necessary for satisfactory performance of required services; (c) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedule; (d) Project coordination and management, and experience of proposed key personnel; (e) Geographic location of principle office as it relates to accomplishing work throughout the MSA and SAA, and coordinating activities with the Area Administrative Office for each Area (MSA - Stoneville, MS; SAA - Athens, GA); (f) Volume and nature of present workload as it relates to the ability to perform the work required in a timely manner. Firms meeting the requirements of this announcement are invited to submit Standard Form 254 and Standard Form 255, Architect-Engineer Questionnaire, on or before 4 p.m., local time August 5, 2002. Any SF-254 and SF-255 forms received after the exact time set for receipt will be handled in accordance with Federal Acquisition Regulation 15.412. This is not a Request for Proposal. This is not a Small Business Set Aside.
