Description

This procurement is for the construction of: 1) three multi-story reinforced concrete masonry Bachelor Enlisted Quarters (BEQ) buildings, with air conditioning, energy management system (EMS), fire alarm and protection systems, paved parking & roadways, CATV and telephone cabling and OMSI manuals; antiterrorism force protection/physical security in compliance with the minimum construction standards; and demolition of an equivalent amount of inadequate BEQ space including necessary asbestos and lead removal. Rooms will meet the latest Marine Corps (2+0) standards. 2)a new single story reinforced concrete masonry post office building with central air conditioning, automatic fire sprinkler system, intrusion detection system, loading/unloading area and demolition of the existing post office building. The estimated range is between $10,000,000 and $25,000,000. The NAICS Code for this procurement is 233220 and the size standard is $28.5 Million average annual receipts over the last 3 fiscal years. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the Offeror representing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) PAST PERFORMANCE; (2) EXPERIENCE/QUALIFICATIONS; (3) MANAGEMENT PLAN/PROJECT SCHEDULE; (4) SMALL BUSINESS UTILIZATION. The Request for Proposal (RFP), on CD-ROM, will be available on or after 24 June 2002 for a non-refundable charge of $67.92 and will NOT be posted on the esol website. Your request for purchase of the CD-ROM , if mailed, should be sent to: Defense Automated Printing Service (DAPS), 1025 Quincy Avenue, Suite 200, Pearl Harbor Naval Base Building 550, Pearl Harbor, Hawaii 96860. All requests for CD-ROMs must include the following information: company name, mailing address, telephone number, facsimile number, RFP No., and project title, and whether the solicitation will be picked up at the Contracting Office or mailed to you. Also indicate if you are a prime, subcontractor, or supplier. Payments may be made by company check or company charge card. Checks shall be made payable to "SUPERINTENDENT OF DOCUMENTS". Mark the front of the envelope with the RFP No. If using a company VISA, Mastercard, or Discover card you may fax your request to (808) 473-2604. Be sure to include the cardholder's name, account number, and expiration date in your request letter. Allow at least ten days for mailing from the date your request is received. Companies wanting the RFP to be sent via air express service must furnish to DAPS their completed express service airbill label with the recipient's name, telephone no., company name, address, company's account no., and type of delivery filled in. Failure to provide any of the above information, as indicated, may delay the processing of your request and is at no fault of the Government. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. A planholder's list of all business entities who purchased CD/ROMs from DAPS will be available after the solicitation is issued and may be obtained at http://www.hawaii.wnbt.daps.mil/Customer%20Web%20Sites.htm. Please note that the DAPS planholder?s list may not be all inclusive and offerors are encouraged to visit the esol website at http://www.esol.navfac.navy.mil. Offerors are highly encouraged to register on the website at http://www.esol.navfac.navy.mil as AMENDMENTS WILL BE POSTED ON THIS WEBSITE. IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THIS WEBSITE PERIODICALLY FOR AMENDMENTS OR NOTICES.
