- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This requirement is a 100% small business set-aside. Award will be made on an all or none basis to the offeror that meets all of the requirements, evaluation factors, and follows the Statement of Work. Statement of Work Development of Informational G.R.E.A.T. Program CD-ROM 1. INTRODUCTION The Gang Resistance Education And Training (G.R.E.A.T.) Program began in FY-92, through a partnership between the Phoenix, Arizona Police Department and the Bureau of Alcohol, Tobacco and Firearms. A nine-lesson middle school curriculum was developed with the goal of reducing gang involvement and youth violence. Since then, the G.R.E.A.T. curriculum has expanded to 13 lessons, changed its teaching methodology, and incorporated other program elements such as the G.R.E.A.T. Summer Component, and the G.R.E.A.T. Families Component. In addition, the G.R.E.A.T. Program has partnered with the Police Athletic League, the Boys and Girls Clubs of America, and Families and Schools Together. The purpose of the G.R.E.A.T. Program is to help children avoid youth violence and gang membership by becoming responsible members of their communities. This is accomplished by teaching life skills that help children to set goals for themselves, resist negative pressures, learn how to resolve conflicts, and understand how gangs affect the quality of their lives. G.R.E.A.T. offers students a new philosophical outlook concerning gang activity and the tools needed to resist gang pressure. 2. PURPOSE/OBJECT The purpose of this Statement of Work is to elicit proposals to develop a single disk CD-ROM that can be sent to a variety of audiences looking for detailed information regarding the G.R.E.A.T. Program. 3. ENVIRONMENT This product is to comply with Section 508 of the Rehabilitation Act Amendments. Section 508 requires Federal agencies to ensure that the electronic and information technology products they develop, procure, maintain or use are accessible to persons with disabilities. Examples of electronic and information products affected by the new standards include computers, software, CD-ROMs, multimedia products, web pages and telecommunication products. According to Section 508, any training video or multimedia products that contain audio necessary for understanding the content must be open or closed captioned. Users must be able to turn the captioning on or off (closed captioned), unless captioning is designed to play at all times (open captioned). In addition, any training video or multimedia product that contains visual information necessary to understand content must contain an audio describing the content. Users must be able to turn the audio track on or off unless it is designed to play at all times. Additional information on Section 508 can be found at www.section508.gov. This product is to be developed to run on both PC windows and Macintosh platforms. At a minimum, the product must run on a PC with a CPU speed of 200 MHZ, 35 MB RAM, 16xCD-ROM Drive at a resolution of 800x600. It must also run on a Macintosh computer with the equivalent hardware requirements. 4. SCOPE OF WORK The contractor shall design, develop, and create an informational CD-ROM on the G.R.E.A.T. Program. The product will be developed for a wide group of audiences including, but not limited to, parents, law enforcement officers and administrators, teachers, principals, school board members, and members of State, local, and Federal Government. All graphics, scripting, and audio must be appropriate for the audiences listed. At minimum, the product will provide information on such items as program curriculum and philosophy, instructional methodologies, program implementation, supporting programs, partnerships, history, and funding resources. The product will also include video and written testimonials from law enforcement officers and administrators, teachers, parents, and students. The CD-ROM presentation will be a minimum total of 50 minutes in duration. This will be the aggregate total of presentations and video for all the various audience types for which the CD-ROM is being created. The contractor will also design, develop, and create appropriate packaging for the CD-ROM for distribution. This will include the G.R.E.A.T. Program logo and the official logos of all of the G.R.E.A.T. Program administrative partners. The contractor will use 4-color processing (color photo quality) and will protect the CD-ROM in a jewel case. The packaging will include detailed instructions as to how to use the CD. Costs associated with travel, per diem, and the purchasing of any copyright permissions or licensing, if applicable, shall be incorporated in the overall price for the creation of the product. 5. EVALUATION FACTORS Technical aspects of the proposal are more important a consideration than cost. Proposals will be evaluated based on: 1. The ability to meet the delivery date. 2. Past experience in the production of video/multimedia information and training products. 3. Past experience in use of graphics and animation in multimedia products. 4. Recommendations of several references. 5. Quantity and quality of video footage to be incorporated into the product. 6. Samples of past work products. 6. TASK DESCRIPTIONS The contractor awarded the agreement will be responsible for providing the following: Task 1?Prepare a Work Plan The contractor will provide in writing to the G.R.E.A.T. Program point of contact a detailed narrative describing the strategy for the development and creation of the product. The work plan is to include design elements such as use of video and audio, presentation style to be used, descriptions of types of interactivity, and description of the audience. The narrative is to also include estimated development timelines and schedules for completion of all of the listed tasks. The work plan must be approved by the G.R.E.A.T. Program Point of Contact (POC). Task 2?Story Board/Script The contractor will provide a point-by-point script of the CD-ROM presentation with rough storyboard visual representations. The script will provide descriptions of the interface, animations used, as well as scripts for testimonials and other audio/visual components. The script will cover all discussion and presentation points to be covered in the CD-ROM and how they are to be treated. The storyboard and script must be approved by the POC. Task 3?Graphics and Animation The contractor will provided a working sample of graphics and animation to be used in the product. All graphics and animation must be approved by the POC. Task 4?1st Draft The contractor will provide ten copies of the product (both the CD-ROM and the packaging) to the G.R.E.A.T. Program point of contact to be reviewed. The POC will provide the contractor written notification of either approval or desired changes within three business days. The contractor will then provide a corrected copy of the product for review to the POC within five business days. If the desired modifications have been made to the satisfaction of the POC, the product will be considered the final version. However, if the product modifications have still not been completed to the satisfaction of the POC, written notification will be provided to the contractor within three business days. The contractor will have five business days to complete the modification. If at this point the modifications are still not satisfactory, payment for the final version may be withheld until it is satisfactorily completed without additional cost to ATF. Task 5?Final Version The contractor will provide the POC a final approved version of the product incorporating any of the desired changes noted by the POC. Please note that the G.R.E.A.T. Program will have the right to reproduce the CD-ROM at will without further expense to the contractor. Mass production of the product will be considered under a separate agreement. The contractor may or may not be used as the primary source of product mass production. 7. DELIVERABLES All deliverables shall be submitted under a transmittal letter that will identify the contract and the products presented. All deliverables will be made to the POC. The contractor shall submit drafts and finals to the POC by the date jointly agreed upon in the work plan. The project is to be completed by the contractor by July 29, 2002. REPORTING REQUIREMENTS Bi-Weekly Status Reports: The contractor shall prepare and submit bi-weekly status reports. The reports will be due on the first Monday of each two-week period. Reports may be sent electronically to the G.R.E.A.T. Program point of contact. Status reports will contain: a. A description of work performed during the reporting period just ended; b. Work to be performed during the next reporting period including projected delivery schedule; c. Any planned travel including travel objectives; d. Any problems encountered with corrective action proposed or taken and a statement about the potential impact of the problem; e. And any government action requested. Awardee must be registered in the CCR (Contractor Central Registry). All materials shall be submitted via FEDEX, UPS or other appropriate carrier to Bureau of Alcohol, Tobacco and Firearms, 650 Massachusetts Avenue N.W., Room 3290, Washington DC 20226, Attn: Sharon Illig.
