Description
The Office of Personnel Management (OPM) intends to issue a sole source contract for services associated with the development of flexible spending benefit plans. OPM wishes to make Flexible Spending Accounts available to Federal employees and it seeks a contractor with expertise in the benefits consulting field with specialization in the establishment of flexible spending accounts on a large scale (such as for the Federal Government's Executive Branch). OPM seeks assistance in: a) developing a written program design that reflects specific provisions and procedures for flexible spending accounts, including definition of services to be provide by the Third Party Administrator (TPA); b) identifying and collecting general information/data needed for a Request for Proposal (RFP); c) assisting in developing a bidder list; d) drafting the RFP for the TPA; e) providing technical program guidance during the procurement process for the selection of the TPA; f) analyzing proposals received; g) conducting finalist interviews; h) conducting finalist on-site visits and preparing a review report; i) reviewing final offers and advising OPM on contract selection; j) assisting with implementation of the program. OPM intends to negotiate a sole source contract with the Segal Company, 1920 N Street, NW, Suite 400, Washington, DC 20036, for the purchase of a services associated with the development of flexible spending benefit plans. No other providers have been identified that meet the standards as developed by OPM. Segal has gained a unique working knowledge, from two prior OPM contracts, of the complex issues of the Federal System pertaining to the flexible spending accounts and the development of the structure of the TPA RFP document. It would take another vendor (if one could be found) a significant amount of time to gain the knowledge that this contractor has amassed in order to meet the basic requirements. Companies that can met the above described requirements should submit complete technical information and representative pricing that demonstrates their ability to provide the types of services described above to Ms. Christine L. No solicitation will be issued as a result of this notice. This notice is for the purpose of determining if sources other than the Segal Company can meet our requirements. The government will not pay for the information provided. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of OPM.
