Description
NA The United States Army Yuma Proving Ground (USAYPG), Arizona has a requirement for on-site Material Analysis Laboratory Services. The non-personal services shall consist of the sampling, analysis and reporting of a wide variety of Army research material s uch petroleum, oil, lubricants, environmental (hazardous waste, waste water, water, air, toxic fumes), low level radioactive (depleted uranium), military munitions, weapons (propellants, explosives, metal parts), military ground vehicles and aircraft, and general equipment. Contract entails operating an on-site laboratory, operation and maintenance of Government equipment, reporting of data, maintaining records, safety shipping samples, purchasing expendable supplies, subcontracting outside laboratories fo r specific sampling, maintaining logs (QA/QC), wear metal analysis, fuel analysis, fuel conformation analysis, field sampling (dust test measurements and oil analysis), munitions, environmental radiation monitoring, calibration, operator maintenance, and o peration of Government equipment, etc. Contractors participating in the acquisition process must possess or be capable of readily being cleared for a facility clearance of Secret under the Department of Defense Contract Security Classification Specificatio n. The contract will include a 12-month base period and seven (7) one-year option periods. A fixed price award fee type contract is anticipated. This acquisition is being solicited as a 100% Small Business Set-Aside under North American Industrial Classifi cation Code (NAICS) 541380 with a size standard of $6.0 million in average annual receipts. The solicitation document will be prepared in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items. Written and Oral t echnical proposals will be required of offerors participating in this solicitation and selection of the successful contractor will be made using best value procedures IAW FAR 15.101 and 15.102. The evaluation criteria will be set forth in the solicitation package. The solicitation document will be available on our web page at http://www.yuma.army.mil/contracting/rfp.html on or about 13-June-2002.
