Description
The Office of Minority Health (DHHS), through the Program Support Center, intends to negotiate a sole-source award with The Office of Multicultural Health, Oregon Health Division, Portland, Oregon. Purpose:The Nursing Shortage Demonstration Project was conceived and developed by the Oregon Office of Multicultural Health in response to a continuing and growing disparity in the number of minority nurses available to provide culturally appropriate health care to an increasing diverse general population. The disparity has been documented in a number of recent studies by nursing professionals, administrators, and educators in the health care arena. Specific reports from the Governor's Task Force on Racial and Ethnic Health and Oregon Nursing Leadership Council indicate the need for more bilingual and bicultural health care professionals. Currently, the percent of minority registered nurses (RN) in Oregon is 5.9 compared to a racial/ethnic minority population of 16 percent. The objective of this project is to increase the number of bilingual/ bicultural workers in the nursing profession to more closely mirror the population that the health care system serves. The concept provides for health care employers to identify current high performing "incumbent" bilingual/ bicultural workers from their paraprofessional staff who would have the ability, motivation, and support to participate in a specialized nurse training program uniquely designed to meet their needs. In effect, the concept would allow workers to retain their full time employment status while participating in the training program. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
