Description
The National Oceanic and Atmospheric Administration (NOAA), National Climatic Data Center, intends to solicit and negotiate on a sole source basis with six (6) Regional Climate Centers (RCC) to establish a distributed climate user services system that includes a full range of climatological services. Services include answering a wide variety of customer inquiries as received via telephone, fax, or e-mail, responding directly to the customer. Orders for data and information will be accepted and fulfilled, including the receipt of payment. Local web sites that provide access to a full range of local, state, regional, and national climatological data and information shall be maintained. Services shall also include interaction with customers and potential customers to ensure that local needs for climatological data and information are readily known. This interaction may include a variety of actions such as workshops, surveys, educational outreach, participation at conferences and seminars, and web based tools. The six RCCs are as follows: Southeast RCC, SC Dept. of Natural Resources, Columbia, SC; Southern RCC, Louisiana State University, Baton Rouge, LA; Northeast RCC, Cornell University, Ithaca, NY; Midwestern RCC, Illinois State Water Survey, Champaign, IL; High Plans RCC, University of Nebraska, Lincoln, NE; Western RCC, Desert Research Institute, Reno, NV. The six geographical regions are defined as follows: Northeast: ME, VT, NH, MA, RI, CT, NY, PA, WV, NJ, DE, MD; Southeast: VA, NC, SC, GA, FL, AL, PR; Midwest: OH, MI, IN, IL, WI, MN, IA, MO, KY; Southern: TN, MS, LA, AR, TX, OK; High Plains: KS, NE, SD, ND, CO, WY; Western: AZ, CA, NV, NM, UT, MT, ID, OR, WA, AK, HI. The authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. The six existing RCCs have been providing regional climate services to all 50 states and Puerto Rico for the past 15 years. They have non-NOAA data and metadata and are the only organizations to hold such data and have it available on-line. They have available a full range of climatological summaries to meet the needs of regional customers. The period of performance will be 7/1/02 through 6/30/03. Interested persons must identify their interest and capability to respond to the requirement within 15 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of the ability to provide the required services. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about June 19, 2002. Fax requests to (757) 441-3786. Telephone requests will not be accepted. No contract award will be made on the basis of proposals received in response to this notice since this synopsis cannot be considered a Request for Proposal.
