- NA HQ, U.S. Army, Field Support Command issued solicitation, DAAA09-02-R-0136, on 20 May 02, for providing complete logistical support functions to maintain US Army Watercraft in mission ready condition at North Dock, Yokohama Japan, through a comprehensive s torage and maintenance program. There are three main phases to this effort 1) maintenance of the storage environment for all watercraft, 2) COSIS maintenance, and 3) preparation of watercraft for activation. Contractor must be able to obtain and provide a Secret Level Security Clearance issued by Defense Security Service (DSS) prior to solicitation closing. A technical assistance agreement as defined in the International Traffic Arms Regulation (ITAR) may be required because certain watercraft may be list ed on the US munitions lists. The contract will be a firm-fixed price contract with a base period of performance of ONE year and FOUR one-year options. Contract line items (CLINS) may consist of either firm fixed price, time and materials and/or cost reimb ursement. Best value procurement will be utilized. The North American Industry Classification (NAICS) is 336611. This procurement is unrestricted. Date for receipt of proposals is 2 Jul 02, at 3:00 p.m. CST. The Pre-Proposal Conference originally scheduled for 05 June 02, has been cancelled and rescheduled for Friday, June 21, 2002, in the Baylor Conference Room, Building 103, third floor, Rock Island Arsenal, Rock Island, IL at 09:00 Central Standard Time. T he purpose of this conference is to answer questions regarding this solicitation and to familiarize all offerors with the terms and conditions of the solicitation and to explain or clarify the contract requirements and specifications. ALL PROSPECTIVE OFFER ORS ARE URGED TO ATTEND. In no event shall failure to attend the pre-proposal conference constitute grounds for a claim after contract award. Each company is limited to three attendees.
