- SUBJECT: The proposed contract action is for purchasing lunches for the School-Age Summer Camp Program, Randolph AFB TX from 10 June 2002 until 19 August 2002 for 250 children and adults, Ref. F7SPT220940100. POC: Mary Shackelford, Contract Specialist, (210) 652- 5121 ext. 3074. e-mail= mary.Shackelford@randolph.af.mil. Collect calls will not be accepted. Two-hundred fifty (250) lunches are to be prepared on a daily basis. The Government intends to solicit and negotiate with the Enlisted Club, Randolph AFB TX, under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 24 hours after the date of publication of this synopsis. A determination by the Government no to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. ~ The contracted provider will provide lunches to the Randolph AFB School-Age summer camp program from 10 June ? 19 Aug 02 (excluding July 4th) for 260 children and adults. Two-hundred sixty ( 260) lunches are to be prepared on a daily basis, Monday thru Friday, for a total of 50 days. Air Force requires that extra food above the required measured servings required by United States Dept. of Agriculture, must be provided so that children can have second helpings of fruit, vegetables and bread. The contracted provider will purchase all ingredients and provide all needed equipment for delivery. Randolph AFB Youth Programs will provide no storage of equipment. A set of four menus are to be rotated through the summer (menus are attached). AFI 34-249, School-Age Programs, states the amount and type of food served each age group must meet the U.S. Department of Agriculture?s Child/Adult Care Food Program (CACFP). Restrictions are specific in regard to limiting the amount of sugar, salt, and fat in children?s food. All meats served will be lean. Fat is to be drained from all cooked lean meat (beef, pork, lamb, veal). Tuna must be packed in water. All food and drinks served must be low in sugar, fat, and salt (e.g., 1% lowfat milk). Foods rich in Vitamins A and C must be served throughout the week. All canned fruits must be packed in their own juice or in low-sugar syrup, and must be drained before serving. Juice does not count in measuring the required amounts for servings. Fresh fruits must be used when in season. A combination of frozen and canned fruits will be used when fresh is not available. Fruit juices served must be 100% juice. In addition to the unique nutritional requirements mandated by these AFIs, the contractor is required to provide all hot food items at a temperature of 140 degrees Fahrenheit or hotter. Transportation of hot items must be in insulated containers, which will maintain temperature during the time of the transportation and provide chaffing dishes and canned heat to maintain food at 140 degrees Fahrenheit or hotter during serving. All cold foot items must be maintained at a temperature ranging between 34 and 40 degrees Fahrenheit. Cold items must be maintained in these temperature ranges from time of preparation to delivery and service. Contractors shall provide transportation of all required food items, serviceable holding equipment, chaffing dishes, canned heat and serving utensils. Contractor must deliver food to the youth center ready to serve by 1045 daily, set up buffet style no later than 1100, and must make all necessary arrangements to process through gates allowing for prompt and timely delivery to the youth center. Contractor must wait for children to finish lunch or come back, removing all equipment and used dishes no later than 1230. Contractor must be on Army?s approved source list that requires an initial inspection and approval (Allow 6 weeks for this to be accomplished) and agree to monthly and spot inspections for the duration of the contract. ~ The Service Contract Act of 1965 applies to this requirement. Refer to wage determination 1996-0260, rev. 10. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the government. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
